Essential Job Functions:

- Installs, configures, and maintains network devices and systems, ensuring secure and efficient connectivity across all departments.
- Designs, implements, and manages network solutions, including LANs, WANs, and VPNs.
- Monitors network performance and troubleshoots issues to ensure high availability and reliability.
- Collaborates with IT and security teams to implement and enforce network security measures.
- Conducts regular network assessments and capacity planning to ensure scalability.
- Implements and enforces network security protocols, including firewalls, VPNs, and intrusion detection systems.
- Provide technical support for network-related issues to internal users and assist in resolving connectivity problems.
- Maintains accurate documentation of network configurations, procedures, and inventory.
- Works closely with other IT team members to plan and implement network upgrades and enhancements.
- Oversees and maintains the City of Carmel’s 80 miles of private fiber throughout the community.
- Stays current with industry trends and emerging technologies to recommend improvements.
- Performs other related duties as required.
- In depth knowledge of networking protocols (TCP/IP, BGP, OSPF, Multicast, etc.).
- Experience with network security practices and tools (firewalls, VPNs, IDS/IPS).
- Knowledge of VoIP systems and telecommunication networks.
- Proficiency in configuring and managing Aruba / HPE, Fortigate, or equivalent hardware.
- Ability to collect, review and analyze data.
- Ability to utilize a variety of reference, descriptive, advisory and design data and information to make technical decisions.
- Ability to exercise discretion in identifying and selecting from alternative courses of action.
- Ability to communicate effectively; includes ability to interact with members of the department and other City departments to exchange information and resolve problems.
- Ability to read charts, graphs and schematics.
- Ability to operate a motor vehicle to conduct work activities.
- Ability to respond to 24-hour call-out.
- Ability to work some nights and weekends to accommodate schedules of 24/7 public safety operations.
- Ability to exert heavy physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and that may involve the lifting, carrying, pushing and/or pulling of objects and materials weighing 21-50 pounds.
- Associate degree in Information Technology, or a related field.
- Two (2) years of experience that includes Network Engineer or similar role.
- Relevant certifications (e.g., CCNA, CompTIA Network ) are a plus.
- Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
- Must possess and maintain a valid Indiana driver’s license.
