JOB TITLE: Municipal Court Clerk
PAY RATE: Based on Experience and Certification
DEPARTMENT: Municipal Court, City of Cartersville
JOB SUMMARY: This position is responsible for assisting the Clerk of Court and Deputy Clerk of Court in a variety of routine to difficult and confidential clerical duties and customer service aspects of the Municipal Court of Cartersville.
MAJOR DUTIES AND KNOWLEDGE REQUIRED BY THE POSITION:
· Provides assistance to the public, attorneys, defendants, and other customers regarding court dates and times, fines, pleas, processes, and other information requested via phone, mail, fax, email, or in person.
· Communicates clearly, effectively, and professionally with co-workers, the public, attorneys, defendants, and other customers both verbally and in writing, at times while handling stressful and occasionally confrontational situations, presenting a positive image of court services with the use of tact, diplomacy, and persuasiveness.
· Assists with preparation of the court dockets. Assists in assuring all citations and paperwork are ready for court hearings. Assists in preparing court forms. Assists in maintaining accurate records of dispositions and court related files.
· Receive and accurately record payments of cash bonds, fines, and other court fees, prepares cash drawer batch daily for deposit.
· Effectively maintain all paper and electronic files applicable to the Municipal Court.
· Process citations, ensuring citations are accurate and complete, returning unacceptable or incomplete citations, and efficiently maintain proper filing of citations in both electronic and physical format.
· Verify information relating to citations and other related matters, including but not limited to the retrieval of driver and criminal history via GCIC/NCIC.
· Properly processes incoming and outgoing mail, fax, emails, and attorney filings.
· Scan required documentation and assists the Clerk of Court in maintaining records in accordance with the Municipal Court Retention Schedules as outlined by Georgia Archives
· Attend court hearings and assist the Clerk of Court in facilitating and documenting hearings.
· Review filings and court documentation and examine them for accuracy, completeness, and conformity to requirements.
· Recalls warrants and license suspensions when certain criteria is met.
· Provides service to the public in a pleasant and tactful manner.
· Maintain/obtain any and all certifications required for your position.
· Performs other related duties as assigned.
· Knowledge of applicable federal, state, and local statues.
· Knowledge of GCIC/NCIC policies and procedures.
· Knowledge of Municipal Court policies and procedures.
· Knowledge of modern office practices, procedures, and equipment.
· Knowledge of alpha numeric filing systems.
· Knowledge of English usage, spelling, grammar, punctuation, and basic business arithmetic.
· Knowledge of court related and police report and informational databases.
· Skill in operation of computers.
· Skill in dealing with the public.
· Skill in maintaining records.
· Skill in making decisions accurately and rapidly.
· Skill in effective oral and written communication.
SUPERVISORY CONTROLS: The work of the Municipal Court Clerk is performed under the general supervision of the Clerk of Court. Completed work is spot-checked for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include federal and state laws, city ordinances, state and national crime information center policy and procedures, and Municipal Court standard operating procedures. These guidelines are general, clear, and specific, but require some interpretation in application.
COMPLEXITY: The work consists of computer terminal operation, clerical duties, and customer service duties. Frequent interruptions, analysis and judgement in accomplishing diverse duties, requiring the exercise of independent thinking within the limits and guidelines of policies, standards, and precedents contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to provide support for the day to day operations of the court. Successful performance contributes to the accuracy, efficiency, and effectiveness of court operations.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, representatives of public safety agencies, attorneys, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table, or while intermittently sitting or standing. Tasks may require the ability to exert light physical effort including but not limited to lifting, carrying, pushing and/or pulling of objects and materials of light weight (generally 25 pounds or less). The work is typically performed in an office or courtroom.
WORK ENVIRONMENT: The work is typically performed in an office setting. Work is performed indoors, using a computer and other office equipment; working along; working alone or around/with others.
MINIMUM QUALIFICATIONS:
· Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
· Ability to work with sensitive issues and information confidentially and with discretion.
· Ability to occasionally work alone while handling interruptions and making adjustments to priorities throughout the day.
· Sufficient experience to understand the basic principles relevant to the major duties of the position. Experience in a legal/judicial environment is preferred.
· Possession of or ability to readily obtain GCIC/NCIC certification within 30 days and maintain certification according to GCIC/NCIC guidelines.
· Must possess within 12 months the Georgia Municipal Court Clerk Certification and maintain certification annually.
· Must possess and maintain Notary.
· Must possess and maintain a valid driver’s license.
· Must pass a criminal background investigation.
TRAVEL:
· The Municipal Court Clerk is required to travel minimally but may be required to do so on occasion.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
