Position Overview:
The City of Carterville seeks a qualified individual to serve as City Treasurer. This position is responsible for overseeing accounts receivable (AR) and accounts payable (AP), managing the city's budgeting and accounting software (QuickBooks), and assisting with utility billing processes via Muni-link. The City Treasurer works closely with the City Administrator and other department heads to prepare and monitor budgets for city departments and ensures the city's financial operations are accurate and efficient.
Key Responsibilities:
- Oversee and process all accounts receivable (AR) and accounts payable (AP) transactions.
- Maintain and manage the city’s financial records in QuickBooks, ensuring accuracy and compliance.
- Assist with utility billing operations and reporting using Muni-link software as needed.
- Collaborate with the City Administrator in preparing, analyzing, and presenting annual budgets for all city departments.
- Monitor budget performance and recommend adjustments as needed throughout the fiscal year.
- Reconcile bank accounts, review financial reports, and ensure timely payment of invoices.
- Prepare and submit monthly, quarterly, and annual IRS tax filings, including but not limited to Form 941, Form 1099, and other payroll-related filings.
- Ensure timely submission of state tax filings, including payroll taxes, sales taxes, and other applicable state requirements.
- Oversee the remittance of employee and employer contributions for retirement and other benefit programs.
- Prepare and submit regular financial reports to the City Administrator and City Council.
- Stay updated on changes to federal and state tax regulations and ensure compliance with all applicable laws.
Qualifications:
- Proven experience in accounting, finance, or a related field; municipal finance experience is a plus.
- Proficiency in QuickBooks and familiarity with utility billing software (experience with Muni-link is preferred).
- Strong organizational and analytical skills with attention to detail.
- Excellent communication skills and the ability to work collaboratively.
- Bachelor’s degree in accounting, finance, or a related field is preferred but not required.
Reporting Structure:
The City Treasurer reports directly to the City Administrator.

The salary for this position is commensurate with experience. Benefits include health insurance,401K 3% Match, sick leave and vacation accrual.
