GENERAL PURPOSE: Under general supervision, performs a variety of skilled work in the operation of a Wastewater (W/W) treatment plant and related equipment, and supervises staff.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Operates pumps and W/W treatment equipment.
- Monitors and inspects W/W plant operations; analyzes primary functionality and ancillary systems, and supervises and coordinates maintenance and repairs of plant systems and components.
- Regulates flow of W/W through plant.
- Reads gauges and maintains operating logs according to schedules.
- Services pumps and motors, and maintains and repairs pumps, motors, valves, time clocks, meters, and other plant mechanical equipment; fabricates parts as needed.
- Performs general building and grounds maintenance at the plant site.
- Coordinates maintenance and repair of collection systems and lift stations; storm water lift stations, performs complex equipment repairs as required.
- Monitors industrial and commercial W/W discharge and pre-treatment programs
- Supervises staff and evaluates performance; monitors operations and reviews the work of assigned staff to assure the efficient and timely accomplishment of assigned duties and responsibilities.
- Operator of record for Copper Mountain Ranch water company.
- Completion of yearly reports for water company including Consumer Confidence Report to all regulatory agencies.
- Responds to inquiries, complaints, and suggestions from the public and contractors regarding the WWRF, collections system, and water company.
- Oversees the scheduling and prioritizing of work assignments; monitors status of work in progress and inspects completed work; coordinates projects and work activities with other divisions, departments, contractors, and utility companies, confers with assigned staff, assists with complex/problem situations, and provides technical expertise; oversees, coordinates and conducts training activities.
- Oversees development, implementation, and project management of projects pertaining to the repair and improvement of City assets and infrastructure in the WWRF, collections system, and water company.
- Helps in budgeting for yearly operations in the WWRF, collections system, and water company.
- Helps in the development, management, and budgeting of Capital Improvement projects.
- Responds to and supervises emergency situations.
- Assists in formulating and implementing operational and procedural objectives and training programs for the wastewater facility, collections system, and water company.
- Provides input into selection criteria for consultants and contractors conducting system construction, maintenance and repair projects; reviews and develop requests for proposals (RFP) and requests for quotes (RFQ) and requests for bids; recommends selection of consultants and contractors; oversees and coordinates work performed by contractors.
- Prepares and implements short term programs and operational plans and provides input into long term operational and maintenance plans in the WWRF, collections system, and water company.
- Oversees and monitors work of contractors; inspects work to ensure the safety of employees and other individuals.
- Performs other duties as assigned or required.
SUPERVISION EXERCISED: Maintenance workers and plant operator.
Education and Experience:
High School diploma or GED equivalent, and five (5) year’s W/W experience.
Special Requirements: Possession of a Valid Arizona Drivers License; Grade 3 Wastewater Treatment Plant Operator’s certification, and treatment and collection certifications from the Arizona Department of Environmental Quality.
Necessary Knowledge and Skills:
- Knowledge of City policies and procedures.
- Knowledge of the principles and processes of W/W treatment.
- Knowledge of the functions and servicing requirements of W/W plant machinery and equipment.
- Knowledge of use, operation, calibration, and maintenance of a variety of specialized electronic monitoring equipment and control systems.
- Knowledge of ordinances and regulations governing operations of wastewater treatment facilities, collections systems, and drinking water facilities.
- Skill in training employees in the use of equipment and wastewater operations procedures and compliance regulations.
- Skill in performing a variety of W/W treatment plant maintenance and operation activities.
- Skill in supervision, coordinating staff, and delegating tasks and authority.
- Skill in reading and understanding blueprints, technical documents and electrical schematics, and performing and verifying mathematical calculations.
- Skill in keeping records and making reports.
- Skill in establishing cooperative working relationships with employees and City staff.
- Skill in following and effectively communicating verbal and written instructions.
Physical Demands / Work Environment: Work is performed outdoors and W/W facilities.
