What are the responsibilities and job description for the Code Enforcement Inspector I position at City of Casper, WY?
Class Summary
Incumbents are responsible for responding to, and investigating complaints concerning zoning, code, substandard housing and premise violations of city ordinances.
REPORTING STRUCTURE:
Receives general supervision from the Code Enforcement Supervisor and higher-level management staff.
Typical Class Essential Duties
2. Prepares and issues violation notices; develops and implements compliance strategies; maintains case files regarding inspections and violations; prepares related monthly reports; and testifies in court when necessary.
3. Receives complaints and/or concerns regarding code and zoning violations from citizens and responds accordingly.
4. Performs on-going inspections and investigations to ensure compliance with violation notices.
5. Provides information to the public regarding zoning ordinances and related regulations.
6. Approves building permits, checks for setbacks, zoning issues, and flood plain information.
7. Assists with drafting, zoning, and subdivision ordinances; participates in reviewing applications for rezoning, special use permits, variances, and exceptions.
8. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
9. Performs other duties of a similar nature or level.

- Basic code enforcement principles and practices.
- Applicable Federal, State, and local laws, rules, and regulations.
Abilities (position requirements at entry):
Ability to:
- Independently perform a full range of municipal code enforcement and compliance duties.
- Inspect and identify violations of applicable codes and ordinances.
- Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency.
- Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
- Investigate complaints and mediate resolutions in a timely and tactful manner.
- Prepare accurate and detailed documentation of investigation findings.\
- Testify in court for cases filed.
- Prepare clear and concise reports.
- Interpret and explain City zoning policies and procedures.
- Communicate clearly and concisely, both orally and in writing.
- Follow all City safety procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.
- Routinely demonstrate the City of Casper core values.

Training, Experience & Certifications
EDUCATION AND EXPERIENCE:
- High School Diploma or G.E.D. required.
- Minimum of one-year experience dealing with the public in an enforcement, inspection, investigation, or customer service capacity.
- Associate’s degree in criminal justice, public administration business administration or a related field is preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed below.
A valid Wyoming Driver’s License is preferred.
Supplemental Information & Physical Requirements
This position is eligible to naturally progress to the Code Enforcement Inspector II position once incumbent obtains all the requirements for Code Enforcement Inspector II level. This can only be authorized by the Department Head who determines the operational need and budgetary requirements necessary.
Physical and Environmental Conditions:
- Emergency response/rescue
- Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
- Operating or maintaining water and wastewater systems
- Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems
- CDL operations and driving
- Operating power-driven machinery or equipment
- Creating or modifying health, financial, security and or risk documents or assessments
- Working with or directing minors
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body. If the use of arm and /or leg controls requires exertion of forces great than that for Sedentary Work, and the worker sits most of the time, the job is rated for light work.
Incumbents in this position work indoors and outdoors, regardless of weather conditions. Employees may be exposed to extreme temperatures, energy sources, and loud noise. Common personal protective includes safety toe boots, gloves, and hard hats. Incumbents may be required to drive to remote work sites to perform work.
