The Lifeguard/Water Safety Instructor is responsible for the health and safety of facility patrons by preventing and responding to emergencies at the aquatic facility for the City of Casselberry.  In addition, this position provides customer service and maintains the facilities and is certified to provide swim lessons for all ages.  The Lifeguard/Water Safety Instructor performs routine work well covered by existing policies, procedures or instruction and supervision is readily available.Performs health and safety functions at aquatic facility (95%)
  1. Inspects the aquatic facility on a daily basis for cleanliness; completes general pool cleaning and maintenance duties.  Eliminates and/or reports any hazardous conditions or unsafe equipment.
  2. Monitors activities at the pool to prevent accidents.
  3. Cautions swimmers regarding unsafe practices and safety hazards; enforces and adheres to pool rules and regulations.
  4. Recognizes and responds to emergencies.
  5. Observes and enforces all aquatic policies, rules and regulations, preventing injuries and ensuring the safety of the patrons.
  6. Administers first aid if required.
  7. Instructs patrons registered for swim lessons and keeps appropriate records of classes.
  8. Prepares and maintains all materials (lesson plans, equipment) used in assigned classes.
  9. Responds timely to customer requests and work orders.
Additional Duties and Responsibilities (5%)
  1. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
  2. Follows safe working practices and has a working knowledge of safety practices and procedures.
  3. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
  4. Adheres to laws, regulations and policies of the City and of the assigned department.  Follows instructions provided by supervisor, Department Director or their designee.
  5. Participates in department meetings, staff meetings and other related activities. 
  6. Maintains, preserves, retains and disposes of public records according to FS Chapter 119.
Emergency Management Role 
  1. Participates as a member of the City staff as required to take action in the event of an emergency.
  2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee.

Education and Training: A High School Diploma or G.E.D. is preferred. 
Experience: A minimum of one (1) year experience in some phase of aquatics is required.  A comparable combination of education and experience may be considered. 
Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver’s license.  A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. American Red Cross Lifeguard/First Aid, CPR/AED Professional Rescuer certifications and must be a certified American Red Cross Water Safety Instructor. 
Security Clearance: Florida Department of Law Enforcement background clearance.
Knowledge, Skills and Abilities:
  • Knowledge of local, state and federal regulations affecting work.
  • Knowledge of departmental rules, policies and procedures.
  • Knowledge of principles and practices of general aquatic rules, policies and procedures.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to understand and follow written and oral instructions.
  • Ability to perform rescue work, CPR and First Aid.
  • Ability to deal with stressful conditions in a calm and professional manner.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to operate a motor vehicle.

Work Environment: This position performs the duties in a field setting.  The noise level in the work environment is loud. This position is also frequently exposed to various weather conditions, slippery or uneven surfaces, and disease/blood/bodily fluids.  
Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, time sitting, using hands to handle or feel, reaching with hands and arms and swimming.  In addition, this position may be required to occasionally lift and carry up to one hundred (100) pounds with or without assistance of another person or utilization of lifting equipment.  This position is regularly required to use vision, speech and hearing, with or without assistive devices.
Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: First aid kit and emergency equipment (i.e. lifeguard ring, rescue tubes, and backboard).
Employee Infection/Exposure Risk Classification:  Category II: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM), however, employment may require performing unplanned Category I tasks.   The normal work involves no exposure to blood, bodily fluids or OPIM, but potential exposure may be required as a condition of employment.
