Utility Line Locator

The Utility Line Locator is responsible for the locating, mapping and documenting of all collection and distribution mains, manholes, valves, street light conduits, and other utilities in the City’s utility service areas for the City of Casselberry. The Utility Line Locator exercises considerable discretion for independent decisions based on technical or professional knowledge.

1. Consults utility maps to identify and locate water and sewer utility mains and services in public streets, alleys, utility easements and other right-of-ways.
2. Reviews proposed site plans and verifies locations of existing utilities.
3. Locates existing utilities within requested limits, measures distances to ensure exact locations; marks the location of utilities.   Ensures utilities location is consistent with state statutes.
4. Checks for visibility of location markings at construction areas and informs construction crews of any known conflicts or inconsistencies with locate markings.
5. Maintains the utility Geographic Information System (GIS) database (including systems plans/maps) on a continuous basis and verifies the quality/accuracy of the data.  Provides input to maintain databases of utility maps.
6. Maintains daily logbook and prepares various reports and simple sketches and drawings to enable the proper map location of all lines, both existing and new construction within the City’s water and wastewater service areas.
7. Maintains effective public relations with the general public.
8. Responds timely to requests and work orders.

3. Performs after-hours/on-call rotation to respond to emergency situations.
4. Maintains equipment for cleanliness and ongoing functionality.
5. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
6. Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by Director or their designee. 
7. Participates in department meetings, staff meetings and other related activities. 

1. Participates as a member of the City staff as required to take action in the event of an emergency.
2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee.  As a member of the Public Works Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City’s fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works Department may be responsible for the maintaining and/or rapidly restoring the operability of the City’s water and sewer systems.

1. Education and Training:  A High School Diploma or G.E.D. is required.  
2. Experience:  A minimum of one (1) year experience in the location, installation, maintenance and repair of water and sewer service facilities and lines or related field is required.  Experience in location of all utilities, including fiber optic, telephone, gas, and electric may be considered.   A comparable combination of education and experience may be considered.
3. Certificates, Licenses and/or Registrations Required:  Must possess and maintain a valid Florida Driver’s License is required.  A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.  
4. Security Clearance: Florida Department of Law Enforcement background clearance.
5. Knowledge, Skills and Abilities:

• Knowledge (intermediate to advanced level) of local, state and federal regulations affecting work.
• Knowledge (intermediate level) of departmental rules, policies and procedures.
• Knowledge (intermediate level) of the materials, methods, equipment and techniques commonly used in the installation, maintenance and repair of underground utilities.
• Knowledge of safety procedures for construction and utility industry.
• Knowledge (intermediate to advanced level) of ArcMap or similar Geographic Information System (GIS) software. 
• Ability to establish and maintain effective working relationships with other employees and the public.
• Ability to operate a motor vehicle. 
• Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Word, and Excel.

1. Work Environment: This position performs the duties primarily in a field setting.  The noise level in the work environment is loud.  Frequently, this position is exposed to various weather conditions, works on slippery or uneven surfaces, confined spaces, working near moving mechanical parts, traffic hazards, fumes or airborne particles, and noise extremes. 
2. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, using hands to handle or feel, reaching with hand and arms, and driving.  In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance of another person or utilization of lifting equipment.  This position is regularly required to use vision, speech and hearing, with or without assistive devices.
3. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, line tracer, dousing rod, electronic and magnetic pipe locators, cell phone, computer, and printer.
4. Employee Infection/Exposure Risk Classification:   Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM).  Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way.  Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
