Under the general supervision of the Finance Director and in accord with Cedar Hill’s organizational values, goals and leadership philosophy, the Assistant Finance Director provides highly responsible leadership and support for the development and implementation of sound fiscal management policies and procedures across all organizational departments. The Assistant Finance Director will coordinate purchasing activities, prepare routine budget and financial reports for management, Council, Boards and Public Improvement Districts. This position will lead the preparation of the annual budget to include budget preparation of detail schedules of revenues and expenditures and provide training assistance to other departments as needed on budget matters. This position will work with the Director and other department personnel in managing the accounting for CIP projects as well as other special projects. In addition, this position will aid the Finance Director with CIP debt preparation and implementation, long-range planning and analysis, and will assist with the annual audit as needed. Other duties include managing cash, investments, and interfacing with other City employees and citizens. This position provides direction to other employees on budgeting, purchasing, accounts payable and capital project accounting. These duties are accomplished by managing personnel, dispersing information to interested parties and interfacing with other City employees.
The starting salary range for this position is $106,391 - $138,196 annually (minimum - midpoint), depending on qualifications of the selected candidate.
- Provides premier customer service to internal and external customers by responding to requests in a timely and professional manner.
- Supervises the Accounts Payable and Purchasing Functions of the Finance Department to include directing employees, maintaining internal controls and adherence to local, state and federal laws and procedures; provides regular employee feedback and coaching.
- Manages the entire City budget development process that includes data forms management, data collection and analytics, compilation and summary for management review; prepares the budget calendar, schedules and provides budget training; provides assistance and advice to departments during the budget development process; maintains the integrity and accuracy of the proposed and adopted budget data, ensuring department requests are fully documented and included in the budget for management review.
- Directs personnel in the areas of budget purchasing, capital project tracking and accounting (project accounting); works with Finance Director on budgetary matters including reporting, variance analysis, compiling, researching, tracking and training across the City. Works with Finance Director on compiling routine budgetary reports on all funds for the various boards and City Council for review by the City Manager's Office.
- Assists the Finance Director with long-range forecasting of revenues and expenditures; provides updates on budget status and variances; may provide audit work papers upon request; assists the Finance Director with managing annual and semi-annual debt payments; prepares for review annual reports for the EDC and CDC as well as other mandated reports (state and federal).
- Responsible for assisting with internal controls relating to daily cash management and investments. assists in establishing and maintaining core financial chart of accounts in the general ledger of accounts in the general ledger.
- Assists the Finance Director with cash and investment management to include setting up and maintaining banking agreements; tracking investments and proposing journal entries to record maturities and interest earnings.
- Participates in the development and implementation of departmental policy. Advises the Finance Director of policy issues including making recommendations and decisions as may be appropriate.
- Serves as the lead on special projects such as new software implementation or other tasks that require direction and leadership and guidance to an implementation team, as needed.
- Regular attendance required.
- Work requires extensive knowledge of Generally Accepted Accounting Principles both interpretive and application in a governmental environment. Thorough knowledge of government finance, accounting and budgeting for operations and capital; the ability to assess, evaluate and implement internal control procedures to relating daily cash and treasury management.
- Requires a Bachelor’s degree in Finance, Accounting or a related field; Master’s degree preferred.
- At least 5 years of related experience in governmental accounting and budget required with a minimum of 2 years supervisory experience.
- Experience working with external auditors and preparing audit work papers preferred.
- Advanced experience in Microsoft Excel, including the use of pivot tables and lookup functions.
- Certified Government Finance Officer (CGFO) in Texas or the National GFOA Level is required or must be obtained within two years of assignment.
- Certified Public Accountant preferred.
- Maintain a valid Texas class "C" driver's license, meeting City driving standards.
