- Provides premier customer service to internal and external customers by responding to requests from other divisions, City departments, as well as internal and external customers regarding questions, concerns and requests for assistance and information in a timely and professional manner.
- Responsible for creating, editing, and maintaining Geographical Information Systems (GIS) data. Preparing and evaluating maps, charts, layers, tables and sketches, including: data design, development, testing, collection, input, and linkages of information/images into the GIS and Asset Management System. Responsible for maintaining the web-based GIS map and all data. Responsible for 911 addressing and coordination with other regional GIS departments.
- Manages and administers the enterprise GIS server and the SQL/SDE databases; configures and maintains the GIS software and applications for optimal performance.
- Oversees related budget items by researching data and information; presenting requests to management; recording activities, verifying expenditures and managing costs. Review and recommend appropriate software upgrades.
- Ensures the accuracy, security and integrity of GIS data, consistently meeting or exceeding City standards to uphold data reliability. Perform necessary related maintenance of data and/or software.
- Implements and maintains an Enterprise Environment for the City, either through the North Central Texas Council of Governments or through a firewalled secured server within the City; distributes GIS data for the Departments constituents.
- Provides hands-on technical support and comprehensive end-user training to ensure seamless access to enterprise GIS data on both new and existing GIS and ESRI products (ex. Experience, Dashboards, Survey 123, Business Analyst).
- Empowers and mentors departmental staff in GIS data creation, analysis, and map production through tailored training and ongoing support. Guides and supervises employees in the development of scripting language programs, fostering skill development and proficiency through targeted training initiatives. Provides regular and ongoing employee feedback.
- Cultivates productive relationships with stakeholders at all levels within the City and regional GIS entities, fostering collaboration and teamwork; positively participates to build the GIS program. Obtains ethically sourced GIS data from external agencies and facilitates information sharing to enhance collaboration with local, regional, and federal entities.
- Performs project management for GIS initiatives and Work Order development projects, ensuring efficient execution and timely delivery. Oversees the activities of contracted professionals engaged in special GIS projects, ensuring alignment with departmental objectives and standards.
- Defines and establishes the mapping requirements of various City departments, crafting mapping standards and disseminating mapping templates across the enterprise. Collaborates with users to address specific mapping needs effectively.
- Maintains up-to-date expertise in all GIS supported software, including the latest versions of ArcGIS Pro, ArcSDE, and relational databases such as SQL, ensuring a robust technical foundation for operations.
- Directs the preparation and oversight of GIS layers/geo-databases, ensuring stringent quality control, and facilitates seamless distribution across the Department.
- Regular attendance is required.
- Bachelor's Degree in GIS, Geography, Earth Science, Engineering, Computer Science or a related field from an accredited college or university required. Master’s degree in Public Administration, GIS, Environmental Science, or Geoscience preferred.
- Four years of experience as a GIS Manager, GIS Coordinator, or similar position with professional-level experience in the design, development, implementation and administration of geographic information systems, including analysis and database development and integration.
- Experience with municipal GIS systems experience is required. This experience should also include administrating and maintaining a GIS Enterprise server, SQL server, and SDE services in a Windows environment.
- Experience with ESRI software (personal, file, and SDE/SQL geodatabases) is required. Knowledge of data creation, data processing, and map production, using any combination of ESRI’s basic products and extensions.
- GISP (Geographic Information Systems Professional) certification required. Incumbent must complete GISP certification within one (1) year and maintain annually.
- Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
- Must meet Criminal Justice Information Security (CJIS) eligibility requirements.
