JOB SUMMARY

Plans, organizes and directs daily utility, general and project accounting activities, including general ledger maintenance, cash disbursements and receipts, fixed asset accounting, billing and collections, grant accounting, and payroll functions and bank reconciliations. Coordinates year-end audit, monthly and year-end close processes, and the preparation of the Annual Comprehensive Financial Report (ACFR).  

ESSENTIAL JOB FUNCTIONS:
  • Plans, organizes, directs and monitors the timely and accurate processing, recording, and reporting of all financial transactions which involve the general ledger: accounts payable, accounts receivable, payroll, debt service, investments, asset management and various projects including capital improvements and grants;
  • Reviews and evaluates financial and accounting documents, reports, and statements.
  • Reviews financial reports for irregularities after data input is complete for the month;   
  • Responds to external and internal requests for financial data;
  • Reconciles asset and liability accounts, ledgers and journals, and bank and system balances; 
  • Accepts, receives and collects payments and establishes or monitors cash handling controls;
  • Researches special topics as needed, including new accounting requirements and GASB pronouncements; 
  • Develops, reviews and analyzes government financial statements, financial and accounting summaries and reports, completing variance analysis and account reconciliations;  
  • Assists in developing, evaluating, implementing and continually improving accounting systems and financial operating procedures and policies; 
  • Monitors expenditures, accounts receivable and revenues; 
  • Maintains accounting ledgers by posting, reviewing and approving the posting of accounting transactions;
  • Ensures that transactions are processed in accordance with city policy, applicable laws and regulations, and sound business practices; 
  • Under general direction, coordinates the financial activities of a department to include reviewing, analyzing and monitoring expenditures and revenue projections; 
  • Reviews existing financial and purchasing policies and procedures to ensure that the system of accounting and administrative internal controls is adequate and effective; 
  • Develops new policies and procedures as needed;
  • Prepares the ACFR and other reports as needed or requested by management, City Council, and/or others; 
  • Assists the external auditors as needed in conducting the annual audit;
  • Prepares audit schedules as requested by the auditors;
  • Supervises accounting staff, including training personnel in performance of job tasks, motivating staff; assigning work and establishing and monitoring employee performance objectives; 
  • Prepares and presents employee performance evaluations; 
  • Hires and disciplines employees as needed;  
  • Monitors employee workload, implements a quality check process and approval of financial documents – accounts payable, billings, journal entries, payroll, etc.; and
  • Performs such other related duties as may be assigned.

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Business Administration, Accounting, Finance, or a related field.
  • Five (5) years of accounting experience, preferably governmental accounting, including one year of supervisory experience;
  • or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Knowledge & Technical Skills:

Knowledge:  Governmental accounting principles, practices, and theories; budgeting procedures; payroll laws and regulations; purchasing laws and regulations; computerized financial applications, internal control systems; and personnel policies and procedures.  

Skill/Ability:  select, motivate, train, supervise, and evaluate staff; prepare accurate budgets and financial statements and reports; interpret and apply broad standards and policies to divisional operations; establish and maintain effective working relationships with local and state government officials, city employees, and the general public, with a commitment to providing quality customer service; operate standard office equipment, including calculator, and computer using standard word processing and spreadsheet software; gather, compile, analyze, and communicate a variety of information; demonstrate proficiency in both oral and written communication; and recognize, evaluate, and respond adequately to a variety of financial issues faced by the city.

Reports to: Director of Finance
Directs:      This is a non-supervisory position
Other:         Works closely with City departments, co-workers, general public, and representatives of various organizations and agencies.
