Manages the construction of Utilities Capital Improvement Program (CIP) projects for the City.

Job Duties and Responsibilities
I,II
- Manages, supervises, and coordinates CIP construction contract administration, construction inspection, and related construction project activities.
- Prepares and monitors budgetary activities for construction engineering and Capital Improvement construction programs.
- Assists in the preparation and review of requests for proposals for engineers, contractors, consultants, and vendors.
- Manages the inspection activities for utilities department construction projects; serves as the department’s liaison with contractors, consultants, and developers.
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, monitoring the current and projected workload of assigned personnel, and conducting performance evaluations.
- Coordinates the maintenance of records of plans, specifications, and construction records.
- Maintains all compliance reports, and daily log reports, and tracks progress and documentation for ongoing projects.
- Ensures that construction projects are completed in accordance with Contract Documents. Work with Project Engineer of record to interpret contract requirements.
- Works cooperatively with contractors during construction projects to protect the interests of the city and to complete projects fairly and equitably. Ensures that the functional intent of the contract documents is met. Works with City and contractor staff to resolve issues that arise on construction project sites.
- Works with the design team in the development of project plans and specifications.
- Performs duties in adherence to City goals and Organizational Health principles. Mentors staff in these principles and provide coaching as necessary. Works cooperatively with other Utilities Department staff and promotes a culture of commitment amongst staff.

Required Education and Experience
I,II
- Bachelor’s degree from an accredited college or university in Civil Engineering, Construction Engineering, or a related field and 5 to 7 years of experience in project management or engineering for construction projects in urban areas; -OR-
- An equivalent combination of education and/or experience (i.e., one year of relevant experience may substitute for one year of education) Excellent written, verbal, and interpersonal communication skills
- Proficiency with Microsoft Office
- Ability to work collaboratively with a diverse population
Required Licenses or Certifications
- Licensed as a Professional Engineer in the State of Iowa or if issued by another state, the ability to obtain within 6 months
Work Schedule
Monday - Friday 7:30am to 4:30pm
Salary
- I: $88,316.80- $123,572.80 annually
- II: $95,388.80- $133,473.60 annually
