The City is seeking a Water Utility Locator to join the Water Department. This role is responsible for identifying, marking, and mapping underground water utilities to prevent damage during excavation projects. The ideal candidate will have experience with utility locating equipment, attention to detail, and a commitment to safety.

About this Opportunity

Performs a variety of responsibilities and highly skilled work pertaining to underground locating and marking all types of water infrastructure and fixtures.

Job Duties & Responsibilities


  • Properly identifies and marks all underground water infrastructures on request.
  • Directs and participates in maintenance and repair of tools and equipment pertaining to underground utility locating
  • Directs, organizes, and prioritizes all locate requests.
  • Operates equipment within knowledge, skills, and abilities of this classification in the proper marking of water mains, water lines, valve boxes, hydrants and associated fixtures
  • Participates and acts as a utility damage prevention liaison for the Water Department.
  • Attends meetings for upcoming projects that require field locating.
  • Operates as an efficient team member with other locators to create redundant resources for locating and marking underground utilities
  • Immediately follows up on all damaged utilities to ensure locates are up to date as well as marked correctly to not duplicate contractor or excavator errors
  • Operates GPS unit to collect data points of curb stops and water infrastructure
  • Ensures GIS corrections are turned in to be corrected in a timely manner after notice for change has been discovered
  • Prepares and maintains records of daily, weekly, and monthly work activities
  • Confers with water customers, citizens, and private contractors to receive and respond to work requests, inquiries, and complaints.
  • Trains and coaches co-workers in such issues such as job safety and locating practices
  • Performs all work duties and activities in accordance with City policies, procedures and safety practices
  • Attends work regularly at the designated place and time
  • Supports continuous process improvement initiatives
  • Performs related work and helps water meter shop as required

Required Education and Experience

  • Graduation from High School or GED, supplemented with one year of experience in water utility locating and the ability to operate GPS mapping equipment; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Required Licenses or Certifications

  • Valid Iowa Driver’s License.
  • Possession of a Grade 1 Water Distribution System Operator’s Certificate issued by the State of Iowa within 12 months of date of hire
  • Must have the Ability to obtain “Competent Person” certification in trenching and shoring within 1 year of hire.

Work Schedule

  • Monday-Friday 8:00am to 4:30pm
Hourly Rate
The Water Utility Locator is covered under the AFSCME Bargaining Union, and all new hires begin employment at $26.90 per hour, regardless of years of experience. Employees in this classification receive a step increase on their anniversary. The steps effective 7/1/2024 include:
