Description
Under direction of the Director of Community Development, plans, organizes, coordinates, and manages staff and operations of the Current Planning Division within the Community Development Department in the implementation of the City's General Plan and Municipal Code; performs management level professional tasks for division budget administration, program evaluation, and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to current planning functions; makes recommendations to the City Council and Planning Commission on planning issues; manages the effective use of division resources to improve organizational productivity and customer service; prepares and presents a variety of reports, analyses, documents, and records; performs related work as required.

- Plans, manages, and oversees the daily functions, operations, and activities of the Current Planning Division; oversees, organizes and coordinates planning, zoning, development, and environmental review : ensures current developments in community maximizes benefits to the City of Cerritos.
- Leads and engages in development and implementation of divisional goals, objectives, policies, and priorities for Current Planning project, services and programs; recommends within division policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Prepares and participates in development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Develops and standardizes procedures and methods to improve efficiency and effectiveness of assigned programs, service delivery methods, and procedures; reviews, assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Manages and leads division professional, technical and administrative staff; selects, trains, guides, and evaluates assigned personnel; collaborates with employees to correct deficiencies; recommends and implements discipline and termination procedures.
- Researches, analyzes, prepares and presents reports to City Council, Planning Commission, public groups and City staff regarding regional and local planning issues; ensures timely actions on Planning Commission directives and initiatives and implementation of City Council resolutions on divisional matters.
- Reviews the work of planning staff to ensure compliance with applicable federal, state, and local laws, codes, and regulations; ensures the appropriate administration and enforcement of the City's zoning, housing, and related codes.
- Serves as project manager for complex current planning projects, including analyzing and evaluating site and architectural plans, performing technical review for project plans and applications, and making recommendations.
- Creates and updates long-range planning documents such as the City's General Plan and other assigned plans; prepares modifications to General Plan Elements, the Zoning Code, and other applicable ordinances and policies.
- Analyzes and develops projects and determines project priorities and scheduling; estimates personnel, resources, and time required for project completion; maintains and updates general plan elements as required; prepares and conducts presentations to City Council, City administrators and the public; prepares and reviews detailed staff reports in areas such as subdivision review, zone changes, environmental impact, and grant application; conducts special research to support major planning projects.
- Administers and monitors for current planning special projects; conducts zoning, development, and environmental review; assembles necessary resources to solve a broad range of programmatic and service delivery issues.
- Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to City Council and various commissions, committees, and boards.
- Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures as appropriate.
- Serves as liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in urban planning and community development; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval; ensures staff compliance with City and mandated safety rules, regulations, and protocols.
- Responds to most complex and difficult inquiries and requests for information; provides information and resolves service issues and complaints; represents the division with other City departments, other agencies, civic groups, and the public.
- Reviews existing codes to ensure compliance with industrial office and commercial uses and related developments; guides and provides for environmental quality and provide a stable economic base for the community; conducts design review and entitlement process for large-scale projects.
- Provides technical training and motivate assigned personnel; work with employees to correct deficiencies; implements discipline as necessary; fosters and develops positive culture for division, and departmental employees, and other governmental organizations, and with external services, such as consultants, citizens, legal counsel, commissioners, and city council.
- Develops, drafts, and documents division activities and records relating to applications, licenses, permits, maps, and site plans; review and analyze a variety of documents and staff reports as well as edit agreements, correspondences, policies, and procedures.
- Provides and maintains efficient zoning administration program; implements zoning and subdivision codes.
- Attends a variety of committee, community group, and task force meetings including Planning Commission and City Council meetings; confers with landowners, developers, and property owners and participate in resolving development and zoning issues.
- Prepares and manages preparation of environmental assessment reports; assists in the administration of the environmental review procedures in accordance with the California Environmental Quality Act (CEQA).
- Prepares reports, agenda items, memoranda, letters, and other forms of correspondence; plans, develops, and presents a variety of reports, analyses, planning documents, and project information.

REQUIRED LICENSES AND CERTIFICATES :
ANNUAL VACATION - After 12 months of continuous services, each employee is eligible for a vacation of 12 days. After five years of continuous services and employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.
HOLIDAYS - The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.
SICK LEAVE - The City provides all paid sick leave. Sick leave with pay for all non-exempt employee shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.
HEALTH PLANS - All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Choice family coverage which can be applied towards any PERS insurance plan.
DENTAL and VISION PLAN - All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).
RETIREMENT - Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.
TRAINING AND EDUCATION REIMBURSEMENT - Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,000 per year for tuition reimbursement.
LONG-TERM DISABILITY - Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting.
CREDIT UNION - Membership with F&A Federal Credit Union is available to all employees.
LIFE INSURANCE - All employees are covered by a term life insurance policy.
