Under direction of the Director of Administrative Services, plans, organizes, and directs key division functions, including risk management, insurance contract management oversight, procurement, employee relations, employee performance, employee development training, workplace safety, workers compensation, and employee engagement; initiates, implements, and ensures the effective and efficient delivery of services, aligns with the organization's strategic goals, and fosters a positive and productive work environment. Administers and coordinates the risk management programs designed to minimize losses and protect the assets of the City; performs related work as required; performs related work as required.

Examples of Duties

  • Monitors and manages tasks, activities, and strategic direction for key city-wide functions in purchasing and procurement, and in the wide range of human resources programs and services related to risk management, worker's compensation, succession planning, training and development, labor relations and negotiations, leave of absence management, and employee relations.
  • Plans, assigns, directs, and reviews the work of division staff; prioritizes and organizes strategic goals and objectives; aligns and allocates staff and other resources towards the implementation and completion of required tasks.
  • Interviews, selects, hires, trains, and evaluates staff performance; develops and implements staff development and training activities; establishes performance standards.
  • Drafts, develops and administers division budgets, monitors, and approves expenditures.
  • Ensures compliance of program operations to all Federal, State, and City regulations and ordinances.
  • In conjunction with the Human Resources Manager, oversees and administers City labor relations programs;
  • Participates in labor contract negotiations as a member of the Negotiation Team; prepares management proposals and cost analyses; identifies strategies; participates in bargaining discussions; develops contract language; prepares and delivers presentations for City Council.
  • Plans and administers City-wide organizational development and training functions; identifies City-wide training needs and develops appropriate training solutions; provides training to City employees on a variety of human resources issues.
  • Prepares and supports functions in risk management and worker's compensation programs and services; develops and implements policies and procedures as well as performance measurements and standards, staffing plans, and budget; monitors effectiveness and efficiency of planned and implemented programs and services.
  • Manages and implements worker's compensation claims; ensures compliance with relevant regulations; details, explains, and applies policies and procedures; assesses unusual situations; resolves issues through application of management principles and practices; develops and implements strategies to reduce workplace injuries and improve employee safety.
  • Develops and implement comprehensive risk management strategies and policies; identifies potential risks and develop mitigation plans; conducts regular risk assessments and audits; ensures compliance with regulations and best practices.
  • Oversees City's insurance programs, including policy renewal, claims processing, and risk analysis; coordinates with internal and external customers to manage insurance-related issues and claims.
  • Conducts and administers contract management process, including drafting, reviewing, and negotiating contracts; ensures contracts comply with legal requirements and organizational policies; maintains centralized contract databases and track contract performance and renewals.
  • Organizes and manages the procurement process, including vendor selection, negotiation, and relationship management; develops and implements procurement policies and procedures to ensure cost-effectiveness and quality; monitors procurement activities to ensure compliance with organizational and regulatory requirements.
  • Develops and implements performance management systems; confirms regular performance evaluations and advises managers and supervisors on best practices for providing feedback and coaching to employees.
  • Drafts and recommends strategies to enhance employee productivity and performance; identifies training and development needs across the organization; develops and implements training programs to enhance employee skills and knowledge; monitors and evaluates effectiveness of training programs and make necessary adjustments.
  • Monitors and manages employee disciplinary actions, grievances, and discrimination / harassment claims.
  • Engages departmental and divisional leadership teams in navigating organizational challenges, moderating disagreements, and cultivating a productive and inclusive workplace.
  • Arranges and organizes events and activities to enhance team building and employee morale.
  • Plans, prepares and implements employee engagement initiatives to foster a positive and inclusive workplace culture; conducts scheduled employee surveys and feedback sessions; gauges and evaluates engagement levels and address concerns.

  • Minimum Qualifications : Education and Experience

  • Education : Bachelor's degree in Human Resource Management, Industrial Relations, Public Personnel Management, Public Administration, or related.
  • Experience : Four (4) years of experience in Human Resource or Risk Management, Project Management, or Administrative Services, and a minimum of three (3) years in a supervisory capacity.

  • Required Licenses and Certificates

  • SHRM, and related Human Resources certifications desired.
  • Possess a valid California class "C" driver's license.
  • ANNUAL VACATION - After 6 months of continuous services, each employee is eligible for a vacation of 6 days. After five years of continuous services and employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.

    HOLIDAYS - The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.

    SICK LEAVE - The City provides all paid sick leave. Sick leave with pay for all non-exempt employee shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.

    HEALTH PLANS - All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Platinum family coverage which can be applied towards any PERS insurance plan.

    DENTAL and VISION PLAN - All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).

    RETIREMENT - Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.

    TRAINING AND EDUCATION REIMBURSEMENT - Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,500 per year for tuition reimbursement.

    LONG-TERM DISABILITY - Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting period.

    SHORT-TERM DISABILITY - Employees may purchase benefits under a Short-Term Disability Plan after the expiration of an appropriate waiting period.

    CREDIT UNION - Membership with F&A Federal Credit Union is available to all employees.

    LIFE INSURANCE - All employees are covered by a term life insurance policy.

    NO-SMOKING POLICY - A no-smoking policy has been adopted in all City facilities to promote a health-based, smokeless workplace as part of the City's commitment to a pollution-free environment.

    DEFERRED COMPENSATION - The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option incentive as an additional benefit provided and / or available to employees.

    ALTERNATE WORK SCHEDULE - The City of Cerritos is currently negotiating a 9 / 80 an optional alternate work schedule for certain positions.

The cost of the criminal background check will be paid by the City.

    PHYSICAL EXAMINATION - Applicants will be required as a prerequisite to employment to successfully pass a physical and drug screening examination, the cost of which will be paid by the City.
