Under direction of the Director of Community and Cultural Services; manages, plans, organizes, and administers activities, services, programs, and operations of the Cerritos Library; oversees and manages the Library’s print and multimedia collections, electronic resources, reference desk services, conference center operations, special events, and cultural presentations; plans, guides, and leads programming and service staff in serving Library patrons; gathers and presents statistics on patron program participation and use of print and digital collections for effective resource allocations; plans and develops Library Services budget and cost allocations; recommends and implements Library Services goals, objectives, policies, and priorities; prepares and maintains reports, documents, and records; performs related work as required.

Examples of Duties

  • Manages, organizes, and monitors library public programs and services, including print and multimedia collection development, electronic resources, desk services, classes, conference center operations, exhibitions, special events, and cultural presentations and entertainment.
  • Coordinates and oversees library sections, including Adult Services, Circulation, Children's, Facilities, Security, and Technical Services.
  • Maintains continuous communication with staff about library services and programs.
  • Organizes and implements promotional and informational campaigns for library services; gathers statistics on library services participation and patron use of print and digital collections and analyzes the data for planning effective allocation of library resources.
  • Reviews and recommends Library Services technology acquisitions, maintenance, and updates.
  • Attends meetings, conferences, and other functions; provides information for, or participates in, discussions regarding Library activities; plans and presents events, services, and programs for Library Services.
  • Identifies opportunities for improvement and implements changes to standard operating procedures to enhance services; ensures that the library fully utilizes current information systems and keeps informed of new advances in library-related technologies.
  • Initiates, develops, presents, interprets, and enforces Library Services policies, procedures, and recommendations for programs and services implementation; develops and revises as appropriate the Rules of Patron Conduct, Privacy Policy, Computer Reservation System, and Library Cardholder and checkout policies.
  • Researches, writes, and presents agenda reports regarding library services, contracts, and policies.
  • Plans and prepares recommendations for Library Services operating budgets; prepares reports and presents documents and records for library services revenue, costs, and expenditures.
  • Develops applications for grant funding and administers awarded grant programs.
  • Manages the library’s procurement processes as directed in City policy, including writing and managing requests for proposals and quotes and transmittals of contracts.
  • Reviews and approves library requisitions, invoices, and credit card purchases; manages and oversees recommendations for library facilities maintenance, including carpet replacement, building repairs, and equipment updates; monitors new and ongoing professional services contracts.

  • Laws, codes, rules, and procedures which apply to cities and public library issues.
  • Goal-setting methods and the design of workload and performance measurement indicators.
  • Negotiating and conflict resolution techniques.
  • Public relations and customer service techniques.
  • Effective methods of making oral and written presentations.
  • Library Services technology systems and software applications.
  • Ability To :

  • Analyze and implement library programs based on the policies of the City of Cerritos and needs of the community.
  • Provide leadership and motivation for the City’s Library Division staff and programs.
  • Formulate and administer an effective citywide program of library services.
  • Analyze problems and recommend and implement effective solutions.
  • Select, train, motivate, supervise, and evaluate staff.
  • Initiate and carry out required procedural assignments.
  • Work within, interpret, and apply applicable laws, City and department rules and regulations.
  • Make sound decisions within established City guidelines.
  • Establish and maintain effective relationships with those contacted in the course of work and work cooperatively as a part of a citywide team.
  • Resolve conflict situations in a fair and amicable manner.
  • Think clearly, logically and rationally under pressure; adhere to multiple deadlines and handle multiple projects.
  • Communicate effectively orally and in writing.
  • Prepare clear and comprehensive reports and make effective presentations.
  • Operate a personal computer and use applicable software.
  • Communicate and confer with the public with courtesy and tact.
  • Minimum Qualifications : Education and Experience

  • Education : Bachelor’s degree in Library Science, or related field.
  • Experience : Four (4) years of administrative library services and programs experience.

  • Required Licenses And Certificates

  • Possess a valid California class “C” driver’s license.
  • Benefits

    ANNUAL VACATION – After 6 months of continuous services, each employee is eligible for a vacation of 6 days. After five years of continuous services, an employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.

    HOLIDAYS – The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.

    SICK LEAVE – The City provides all paid sick leave. Sick leave with pay for all non-exempt employees shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.

    HEALTH PLANS – All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Platinum family coverage which can be applied towards any PERS insurance plan.

    DENTAL and VISION PLAN – All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).

    RETIREMENT – Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.

    TRAINING AND EDUCATION REIMBURSEMENT – Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,500 per year for tuition reimbursement.

    LONG-TERM DISABILITY – Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting period.

    SHORT-TERM DISABILITY – Employees may purchase benefits under a Short-Term Disability Plan after the expiration of an appropriate waiting period.

    CREDIT UNION – Membership with F&A Federal Credit Union is available to all employees.

    LIFE INSURANCE – All employees are covered by a term life insurance policy.

    NO-SMOKING POLICY – A no-smoking policy has been adopted in all City facilities to promote a health-based, smokeless workplace as part of the City's commitment to a pollution-free environment.

    DEFERRED COMPENSATION – The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option incentive as an additional benefit provided and / or available to employees.

    ALTERNATE WORK SCHEDULE – The City of Cerritos is currently negotiating a 9 / 80 optional alternate work schedule for certain positions.

    CRIMINAL BACKGROUND CHECK – Applicants will be required as a prerequisite to employment to successfully pass a criminal background check in accordance with City policy, which may include live scan and other job-related criminal background investigation. The cost of the criminal background check will be paid by the City.

    PHYSICAL EXAMINATION – Applicants will be required as a prerequisite to employment to successfully pass a physical and drug screening examination, the cost of which will be paid by the City.
