The Environmental Specialist is responsible for performing skilled, technical, and environmental related work and oversees the environmental programs, focusing on stormwater management, sustainability, and waste management initiatives. This role leads the administration of the City’s MS4 program, ensures compliance with stormwater design standards, and coordinates key environmental initiatives, including refuse, recycling, and organics programs. This position also plays a critical role in the City’s sustainability planning efforts and collaboratively with various City departments, residents, and external stakeholders to promote sustainable environmental practices and ensure regulatory compliance.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
- Administer and oversee the City’s Municipal Separate Storm Sewer System (MS4) program, including conducting and supervising MS4 inspections.
- Lead and facilitate the Environmental Resources Commission, ensuring effective implementation of environmental initiatives.
- Manage and coordinate the City’s Refuse, Recycling, and Organics Program, ensuring efficient and sustainable waste management practices.
- Represent the City of Champlin at Technical Advisory Committee meetings for the Elm Creek and West Mississippi Water Management Commissions, contributing to regional water management strategies.
- Review, manage, and approve storm sewer connection permits, ensuring compliance with all relevant regulations and standards.
- Oversee the City’s Stormwater Asset Management Program (SWAMP) for pond maintenance, ensuring proper operation and maintenance of stormwater infrastructure.
- Lead the City’s sustainability planning efforts, driving initiatives to promote environmental stewardship and sustainability within the community.
- Assist in the development and review of public improvement project deliverables, ensuring conformance with stormwater design standards, ordinances, and policy guidelines.
- Support the review of private development projects to ensure compliance with applicable stormwater design standards, ordinance requirements, and policy guidelines.
- Respond to resident inquiries regarding environmental and stormwater issues, providing recommendations for appropriate actions and collaborating with City Staff and the City Council as needed.
- Assist the City Engineer in the preparation of the Ten-Year Stormwater Capital Improvement Program (CIP) and Budget, while overseeing the management of the stormwater budget.
- Develop and deliver environmental training programs for City staff to ensure knowledge of best practices and regulatory requirements.
- Assist in the development and ongoing updates of policies and procedures for the Engineering Department, ensuring consistency with environmental regulations and standards.
- Compile and manage data and prepare correspondence, records, and reports to document implementation or modification of rules, laws, and policies relating to recycling and stormwater.
- Perform other duties and special projects as assigned.
KNOWELDGE, SKILLS, AND ABILITIES
- Ability to communicate clearly, professionally, and precisely orally and in writing, including presentations.
- Knowledge and experience in administering and overseeing Municipal Separate Storm Sewer System (MS4) programs, including conducting and supervising inspections to ensure regulatory compliance.
- Ability to manage and coordinate refuse, recycling, and organics programs, promoting efficient and sustainable waste management practices.
- Knowledge in sustainability planning, with a demonstrated ability to drive initiatives that promote environmental stewardship and community sustainability.
- Knowledge of stormwater design standards, ordinances, and policy guidelines.
- Ability to work as part of a team and establish and maintain good working relationships with general public, City Council, contractors, businesses, staff, and other government agency personnel, displaying political agility and discretion.
- Strong sense of initiative and integrity; ability to work independently and provide self-direction to plan and perform duties with minimal supervision.
- Ability to identify issues and proactively address them to position the City in a positive manner.
MINIMUM QUALIFICATIONS
- Two (2) year technical degree in Civil Engineering, Natural Resources, Environmental Sciences or related field.
- 2 years’ experience in environmental protection, environmental control, environmental assessment, or related field.
- Experience with Microsoft programs, including Outlook, PowerPoint, Excel, and Word.
- Must be able to physically perform all essential duties of the position.
- Valid Driver’s License with a good driving record.
DESIRABLE QUALIFICATIONS
- Experience with ESRI ArcGiS Pro and ability to perform mapping and editing.
- MnDot Certified Construction Site Management and Construction Installer
- Experience with asset management systems used in the public sector.
- Experience with Laserfiche or other electronic record retention systems.
SUPERVISION
Does not have any direct reports. This position works independently with little supervision and is responsible for leading the environmental functions for the organization.
WORKING CONDITIONS
Environmental and Physical Conditions:
Indoor and outdoor environments; exposure to computer screens; working closely with others; frequent interruptions. Possible exposure to inclement weather conditions, exposure to working with moving objects/vehicles. Duties require maintaining physical condition necessary for sitting, standing, walking for prolonged periods of time; kneeling, climbing, bending, and stooping, moderate lifting and carrying; general manual dexterity; adequate hearing, vision, and speech required; and must be able to operate assigned equipment and vehicles.
