POSITION SUMMARY

The Public Works Public Service Worker is responsible for performing various essential maintenance tasks and operating specialized equipment to maintain streets, parks, and public facilities. Some key duties include snow plowing, ice control, installing and repairing traffic signs, crack sealing, and patching streets. Additional responsibilities may include hauling materials, maintaining irrigation systems, and caring for turf, plants, trees, and ice rinks. The role also involves maintaining municipal buildings and grounds, and operating maintenance equipment. The worker is expected to interact with the public and businesses professionally, ensuring safety and quality service at all times. Represented by Teamsters Union Local #320.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

  • Build and maintain positive relationships with facility customers, vendors, employees, general public, and promote a respectful and friendly environment for all.
  • Conducts snow plowing and ice control on sidewalks, streets, parking lots, and trails to ensure safe conditions for pedestrians and vehicles.
  • Installs, repairs, and maintains traffic signs, barricades, and street markings to ensure clear and compliant traffic control throughout the City.
  • Lay out and apply traffic markings using various types of paint, machinery, and stencils in accordance with city regulations to enhance safety and visibility.
  • Performs crack sealing, patching, and sweeping operations and maintenance on streets, trails, and parking lots to maintain smooth surfaces and prevent further deterioration.
  • Transports and hauls materials manually or with the assistance of light and heavy equipment, ensuring efficient and accurate delivery to designated locations.
  • Collects litter and empty trash receptacles on City-owned properties, parks, streets, and other public areas to maintain cleanliness and aesthetic appeal.
  • Operates, maintains, and repairs irrigation systems within City parks and other public spaces to ensure proper functionality and water conservation.
  • Performs routine maintenance tasks on turf, including mowing, weed whipping, fertilizing, spraying, aerating, seeding, and sodding to ensure healthy, aesthetically pleasing landscapes.
  • Installs, maintains, and repairs outdoor ice rinks to ensure safe and functional conditions for recreational use during the winter season.
  • Cares for and maintains trees, shrubs, leaves, and other plants, including tasks such as planting, pruning, transplanting, and performing routine horticultural maintenance to enhance the City's green spaces.
  • Perform general maintenance for municipal buildings and surrounding grounds, ensuring a clean, safe, and operational environment for all occupants.
  • Safely operate various types of equipment, including loaders, backhoes, skid steers, mowers, sweepers, forklifts, compressors, sprayers, and heavy trucks to complete assigned tasks.
  • Adheres to and enforces safety procedures, reporting any potential hazards, accidents, or damages to Public Works management to ensure a safe working environment.

· Drives light and heavy trucks and equipment for the loading, hauling, and unloading of materials such as gravel, sand, concrete, asphalt, and other supplies or materials.

  • Responds promptly to storm sewer backup requests, minimize service disruptions, and actively engage in storm sewer cleaning and maintenance operations.
  • Perform other duties and special projects as assigned.

KNOWELDGE, SKILLS, AND ABILITIES

· Strong understanding of public works methods, practices, and procedures used in the maintenance of public facilities, including parks, streets, and municipal buildings.

· Ability to establish and maintain good working relationships with the general public, customers, businesses, and staff while displaying political agility and discretion.

· Ability to read and interpret technical plans, blueprints, and schematics related to maintenance work.

· Ability to utilize electronic platforms used in Public Works, such as Cartegraph, GIS, and other systems for work order management and reporting.

· Knowledge of safety protocols and the ability to implement standard safety practices associated with maintenance and repair work.

· Ability to maintain routine records, effectively communicating with supervisors, coworkers, and the public, and following both oral and written instructions.

· Ability to provide good customer service skills to a diverse customer base and effectively communicate with customers, general public, staff, and others.

· Ability to adjust to varying work assignments and flexible hours to meet the needs of City facilities and public spaces.

· Ability to work independently, making decisions based on established City policy, standards and requirements.

· Ability to perform strenuous physical work in a variety of weather conditions.

· Knowledge of general construction techniques, building maintenance, and tools commonly used in municipal settings.

· Skilled in operating all City vehicles and equipment, with a demonstrated ability to acquire and maintain required certifications.

MINIMUM QUALIFICATIONS

· High School Diploma or equivalent

· Must be 18 years of age or older.

· Ability to lift 25 lbs.

· Ability to periodically be on-call, with a response time of one (1) hour or less from place of residence.

· Ability to occasionally work nights and weekends for city events, emergencies, or other operational needs.

· Valid Driver’s license with good driving history.

  • MN Class B (CDL) with air brake and tanker endorsement or ability to obtain within 1 year of employment through City provided paid training.
  • Must be able to physically perform all essential duties of the position.

DESIRABLE QUALIFICATIONS

· Prior municipal public works experience.

· Experience with Cartegraph or other assets management systems.

· Experience with GIS.

· Public Works Certificate or related certifications.

· Training or experience in trades such as carpentry, electrical, plumbing, welding, cement finishing, turf maintenance, landscaping, horticulture, irrigation, and/or storm sewer.

SUPERVISION

Does not have any direct reports. This position works independently with moderate supervision.

WORKING CONDITIONS

Environmental and Physical Conditions

Possible exposure to inclement weather conditions. Duties require maintaining physical condition necessary for sitting, standing, walking for prolonged periods of time; kneeling, climbing, bending, and stooping, moderate lifting and carrying, pushing and/or pulling of objects and materials of moderate/heavy weight; general manual dexterity; adequate hearing, vision, and speech required; and must be able to evaluate situations and react appropriately. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, bright/dim light, or toxic agents.

Perform maintenance functions under hazardous conditions, including entering confined space, spaces may be under or below grade depths down to 30 ft., as well as climbing ladders and working in temporarily street/highway work zones.

Job Type: Full-time

Pay: $27.98 - $40.37 per hour
