The Position

The City of Charleston, South Carolina, is seeking a strategic change agent who can elevate the Human Resources and Organizational Development (HROD) Department to new levels of excellence in employee recruitment, retention, engagement, and organizational development. This position offers an exciting opportunity to lead in a city known for its historic charm, innovative spirit, and vibrant community. As a member of the City’s leadership team, the next Director of Human Resources and Organizational Development (Director) will be instrumental in creating forward-thinking human resources policies, fostering a culture of continuous improvement, and ensuring compliance with employment laws and best practices.


The Director leads a team of dedicated professionals responsible for a broad range of human resources functions, including employee recruitment and retention, training, benefits administration, performance management, and employee relations. The Director oversees critical programs such as the classification and compensation system, grievance procedures, and compliance initiatives, while also monitoring employee turnover, staffing levels, and organizational effectiveness. This role is integral to developing and maintaining systems that meet the City’s current and future workforce needs.


Working closely with the City’s executive leadership team, the Director ensures alignment of departmental goals with organizational priorities, collaborates with department managers to address personnel matters, and develops innovative solutions to enhance the employee experience. Additionally, the Director provides guidance on complex HR issues, consulting legal counsel as necessary, to ensure compliance with federal, state, and local employment laws.


Reporting directly to the Chief of Staff, the Director is a trusted advisor and champion of workforce excellence, balancing long-term strategy with day-to-day operational needs. This position requires a leader with strong interpersonal skills, a commitment to continuous improvement, and a passion for public service.


Qualifications

Minimum requirements include any combination of education and experience equivalent to a bachelor’s degree in human resources management, industrial or organizational psychology, business or public administration, sociology, or a closely related field, 10 years of progressively responsible HR experience, including five years of supervision/management.


Preferred qualifications include a master’s degree, at least five years of public sector HR experience and SPHR or PHR or similar certifications are also preferred. In addition, demonstrated experience in change management, improving recruitment, retention and other key HR processes, providing exceptional service to departments, delivering training and development, and a commitment to serving a diverse workforce.


Compensation and Benefits

The expected hiring range is $160,000 to $172,000, depending on qualifications, with an excellent benefits package.
