General Description
The purpose of this job within the organization is to manage and oversee the planning, organizing, directing and supervision of the City-wide Public Recreation program.
This job works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job / class. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions :
Identifies and communicates clear expectations and goals; monitors progress and evaluates performance; provides on-going coaching and feedback; identifies training and / or development needs; addresses performance issues in a firm and prompt manner; communicates consequences of not improving performance; embraces and promotes the City's Performance Management Process; uses the City's Performance Management System to establish and monitor department / individual goals and document the progress of direct reports through journal entries.
Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constituents.
Fulfills the department's mission by assisting in developing and implementing strategic goals and objectives that are linked to the City's vision.
Directs and oversees employees in the management of recreational centers / facilities and in marketing of a comprehensive recreation department.
Assesses needs and reviews cost for purchasing of recreation equipment; makes recommendations for purchases; orders supplies for operation of recreation facilities and programs.
Conducts staff development training (CPR, First Aid, AED), staff meetings on discussion of special activities, ongoing programs, program and facility needs, and community use.
Interviews candidates for employment.
Makes suggestions on hiring, discipline, promotion, and other personnel management functions.
Supervises seasonal swimming pool personnel and golf course clerks.
Works with other groups on policy changes and implementation of programs related to healthy activities to include eating habits, being active, safety and environment.
Supervises and assists with marketing and implementation of City-wide events.
Compiles reports and database on attendance and financials; reviews payments for contractual employees.
Performs related work as assigned.
Minimum Education and Experience Requirements :
Requires a Bachelor's Degree in Physical Education, Recreation, Sports Management or other related field and six (6) years of experience in management, leadership, financial / operational analysis, project management, or other closely related field; or any equivalent combination of education, training, and / or experience providing the requisite knowledge, skills and abilities to successfully perform the job.
Special Certifications and Licenses :
West Virginia Driver's License
