Investigative Analyst/Assistant

The City of Chaska is recruiting for an Investigative Analyst who will provide support and assistance to the investigative division with research, tactical and strategic analysis of law enforcement and demographic data to support criminal investigations.   This position will also coordinate receiving, storing, managing recovered or seized property for the Chaska Police Department and will have a flexible work schedule that corresponds with departmental needs. 
  • Analyzes crime trends and prepare appropriate documentation to assist others in identifying crime trends, while collaborating with other law enforcement agencies as required.
  • Prepare case materials and relevant documents that assist Detectives in the investigation of cases assigned. May be assigned follow-up tasks related to active criminal investigations by the division commander that assist Detectives.
  • Prepares and disseminates crime alerts, patrol bulletins, wanted persons alerts, and crime information. 
  • Prepares presentations, documents, and electronic records for discovery pursuant to the Minnesota Rules of Criminal Procedure.
  • Attends regional collaborative investigation meetings with other members of the investigations division.
  • Utilize government, police department and open-source databases to assist investigating officers.
  • Receives and stores evidence and property collected and packaged by officers and other CPD personnel, maintaining the right of refusal to any employee that offers evidence that is not packaged in a manner consistent with adopted procedures
  • Ensures a continuous chain of custody for all evidence and property in his/her possession.
  • Transfers evidence to other personnel as needed.
  • Ensures final disposition of each case prior to release of all evidence and property.
  • Ensures safe and responsible release or disposal of all evidence and property.
  • Responding to and fulfilling requests on evidence, to include evidentiary-related data requests and redaction of applicable digital media.
  • Researching and using appropriate means to complete final dispositions of evidence and property.
  • Assist in training new officers on evidence packaging and storing processes.
  • All other related duties as requested or assigned.


MINIMUM QUALFICIATIONS 
Education and Experience
  • Associate degree or equivalent experience working in a law enforcement agency.
  • 4 years of experience working with criminal justice data.
  • Certification or ability to obtain certification within 1 year of hire date in crime scene processing through MN BCA or equivalent.
  • Certification, or ability to obtain certification within 1 year from International Association for Property and Evidence (IAPE).

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Proficiency in Microsoft Office
  • Demonstrated attention to detail
  • Demonstrated oral and written communication skills.
  • Demonstrates the desired standard of conduct and work performance including confidentiality and privacy requirements of the department.
  • Ability to testify in court
  • Strong organizational and time management skills

DESIRED QUALIFICATIONS
  • Knowledge of Data Practices Act that governs dissemination of information to the public.
  • Ability to work independently to prioritize work requests as well as establishing and maintaining effective working relationships with superior and subordinate personnel.
  • Experience in handling and or processing of evidence.
  • Experience in viewing or operating surveillance camera system(s)
  • Experience with Axon evidence management systems.
  • Experience with law enforcement record management systems. 
  • Experience with state and national crime information systems.
  • Knowledge of state statutes and codes, city ordinances related to law enforcement.

  • Lifting between 5 and 25 pounds less than 15% of the time
  • Operate a computer and basic office equipment
  • Listen to and respond to telephone calls
  • Ability to utilize agency-provided personal protective equipment to mitigate risk of exposure to different substances, some of which could be harmful
WORKING CONDITIONS
  • Drive a motor vehicle on occasion
  • Work almost exclusively indoors, but in an environment that has temperature fluctuation, odors, and moisture.

Salary : $58,614 - $87,922
