Job Description
The City of Chesapeake’s Public Works Department is seeking a highly skilled Assistant Right-of-Way Agent II to lead real estate research efforts for large-scale projects and handle complex legal transactions. This role involves training junior agents, managing complex acquisitions and condemnations, and ensuring accurate documentation for financial and legal processes. The successful candidate will work within broad policy and organizational guidelines; will independently plan and implement projects; and will report progress of major activities through periodic conferences and meetings.
TYPICALTASKS
Reviews project plans and acquisition plats to ensure all required information is correct and in the proper format.
Prepares estimates of value to determine Title Reporting requirements based on the estimate.
Interprets and processes legal documents and deeds.
Prepares and presents offers to landowners for the acquisition of private property for City purposes.
Coordinates payments to landowners.
Works with engineering and other City departments in responding to landowners’ questions/concerns regarding acquisitions.
Interprets land value appraisals performed by others.
Works with the City Attorney’s Office to ensure all agreements and deeds are properly prepared, executed and recorded.
Performs other related duties as assigned
Required Qualifications
VOCATIONAL/EDUCATIONALREQUIREMENT:
Requires high school diploma or GED/HSE and any combination of education and experience equivalent to satisfactory completion of one year of college education in real estate or a closely related field.
SPECIALCERTIFICATIONSANDLICENSES:
Requires a valid driver’s license and a driving record that is in compliance with City’s Driving Standards.
EXPERIENCEREQUIREMENT:
In additional to satisfying the vocational/educational standard, this class requires a minimum of five years of experience as a Right of Way Agent or a closely related field such as Real Estate Acquisition, Real Estate Law or Appraisal.
SPECIALREQUIREMENTS:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or citywide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications
International Right of Way Association (IRWA) Certification of Right of Way Professional (RWP) or equivalent certification in the field is preferred.
