Job Description
The Board of Directors of the Chesapeake Land Bank Authority (Authority) is seeking an individual with strong leadership qualities and management experience to serve as its Executive.

Position Overview

Under the administrative direction of the Authority, the Executive Director is responsible for the overall management and operations including the staff and financial and property assets in compliance with the Board’s actions and applicable federal, state and local requirements.

Candidate Profile
The ideal candidate will possess knowledge of real estate, including acquisition, financial appraisal, market analysis, public and private financing, planning and zoning regulations, environmental review requirements, local/state/federal housing preservation programs and regulations. Skilled in persistent and excellent follow-through, problem solving, collaboration, and negotiation as well as the ability to communicate effectively, clearly, and persuasively, both verbally and in writing; ability to manage difficult situations and conflicts with a positive attitude and professionalism and ability to meet deadlines and prioritize work obligations are essential.

Responsibilities
Responsibilities of the position include the following:
  • overseeing the redevelopment of vacant, abandoned and under-utilized properties through community partnerships and strategic planning;
  • directing the Authority’s day-to-day activities and regular projects, including the acquisition, disposition, demolition, maintenance, and rehabilitation of its properties;
  • overseeing the Authority staff and the staff’s various responsibilities to include managing human resources activities;
  • assisting the Board in creating the vision, mission and strategic plan of the organization;
  • providing staff support to the Board and serve as the Board’s liaison to the community and civic groups as well as government and elected officials;
  • managing the Authority’s financial resources in conjunction with the Treasurer of the Board, and act as the official contact between the Authority and its financial vendors and public auditors.

Required Qualifications
Requires a bachelor’s degree in business administration, community development, public administration, urban planning or a closely related field. In addition to the education requirement, applicants must have a minimum of six years of directly-related full-time experience in public policy and/or community development, to include a minimum of two years of management experience.

Preferred Qualifications
A related master’s degree and local government experience is preferred.
