As the Security Program Manager, you will play a pivotal role by :
- By guiding staff in the development and implementation of a centralized security management program; to include short and long-range goals, objectives to manage the City's physical security programs and systems based on prioritization of risk and vulnerability
- Developing and overseeing the security risk assessment process and related threat and vulnerability assessments for City facilities and employees
- The Security Program Manager will oversee and facilitate the Basic Threat Evaluation & Reporting training, as well as Active Shooter / Stop the Bleed training for all City employees in conjunction with other personnel within the Chesapeake Police Department and the Chesapeake Fire Department's Community Risk Reduction (CRR) Division
- Overseeing City Security Staff - provide training, scheduling and supervision for the Security Officers (both City employees and Contract workers) that are assigned to various City facilities; ensuring security staff fulfill the CARES philosophy while providing safety to citizens and employees
- The Security Program Manager will provide operational and managerial oversight of security contractors and vendors; develops performance requirements and contractual terms to ensure projects are completed following City goals
- Participating in City management teams to provide input into the development and implementation of relevant policies; assisting with strategic planning, research, studies and special projects; responds to inquiries related to security services activities and policies
- Coordinating with City departments to implement security changes / upgrades based on assessments; assists departments with development of facility security plans and evaluation for effectiveness of operational systems
- Working with the Department of Information Technology (DIT) to conduct investigations of security incidents and reports of policy violations; assisting in producing detailed reports with analysis and recommendations based on findings from the investigation
- Working with DIT and the Department of Public Works (PW) Facilities to identify, analyze, inspect, and prioritize security equipment and replacement needs based on age, repair history, and efficiency; review cost estimates, specifications, drawings, and documents for existing and proposed facility or building security systems and related equipment
- Leading the City's Employee Safety and Security Workgroup and provide guidance for a coordinated approach to workplace safety and security, regulatory compliance, risk mitigation, and training
- The Security Program Manager will work with a wide variety of stakeholders involved in safety and security across the City and externally with regional, state, and federal entities - Being involved in the Regional Safety & Security Workgroup
