In this pivotal role, you’ll oversee Chesapeake’s most significant zoning matters and be a key player in how land is used, developed, and preserved. This is more than just a regulatory role — it’s a chance to help citizens make the most of their property, support strategic growth, and work with passionate professionals across City departments.

What You’ll Do:
  • Empower property owners by providing professional guidance that maximizes property use and maintains community welfare.
  • Collaborate with developers and planners to ensure zoning aligns with the City’s vision, is enforceable, and integrates well with existing neighborhoods.
  • Lead and mentor a team of Zoning Plans Examiners to ensure top-quality service and plan review.
  • Support decision-making for the Board of Zoning Appeals, including presenting recommendations and guiding public meetings.
  • Stay ahead of the curve by maintaining and enhancing the Zoning Ordinance in support of Chesapeake’s Strategic and Comprehensive Plans.
  • Represent the City as the primary zoning authority in legal proceedings and land-use deliberations.

Required Qualifications
VOCATIONAL/EDUCATIONAL REQUIREMENTS: Requires any combination of education and experience equivalent to a bachelor’s degree in urban planning, public administration, or a closely related field.

EXPERIENCE REQUIREMENTS: In addition to satisfying the vocational/education standards, this class requires a minimum of six years of related, full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES: Requires driver’s license and a driving record that is in compliance with City Driving Standards. Special skills or equipment certification such as State certification as Zoning Official or others will be required.

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

In accordance with City policy, this position is deemed safety-sensitive. As such, applicants for this position are subject to pre-employment drug/alcohol testing after receiving a conditional offer of employment and may also be subject to random testing. This drug test includes testing for marijuana. Possession of a medical marijuana card will not excuse an applicant from the testing process; however, a test will not be considered positive for marijuana if a valid medical marijuana certification is presented unless the position requires a commercial driver’s license (CDL) or is a sworn law-enforcement officer/deputy.
