Position Summary
This is specialized clerical work requiring the independent application of bookkeeping principles in the maintenance of accounting records. Work involves responsibility for the performance of bookkeeping duties that requires a working acquaintance with the full range of clerical accounting principles and practices. An employee of this class works independently but within clearly established accounting systems and procedures.
Principal Duties and Responsibilities
· Inputs approved payment requests via accounts payable system and reconciles vendor accounts on an as needed basis. Sets up and updates new vendors’ addresses and terms. Maintains accounts payable files and procedures manual for accounts payable system.
· Issues manually prepared checks for various funds.
· Reviews purchase orders, invoices and other items requiring moderate independence of judgment as to content, accuracy and completeness.
· Performs a variety of fiscal related clerical work, including reports and billings; establishes and maintains filing systems.
· Backup for Accountant with regards to revenue collections.
· Reviews vendor payments, identifies 1099 recipients and prepares 1099’s annually utilizing the accounts payable system.
· Maintains the Petty Cash Fund, disbursing petty cash as needed. Prepares petty cash reconciliations and identifies general ledger accounts at time of petty cash disbursements.
· Maintains records related to the Neighborhood Improvement Districts including billing, payments received, balances owed by current owners, and filing lien notices and releases with St. Louis County.
· Assists the Director of Finance in the completion of miscellaneous projects on an as needed basis including account reconciliations for the annual audit.
· Performs related work as assigned.
Skills, Knowledge, and Abilities
Knowledge of general accounting and bookkeeping procedures. Knowledge of modern office practices and procedures. Working skills in computer data entry. Must be proficient in Windows-based word processing and spreadsheet applications with preference given to the current City standard. Ability to make mathematical computations rapidly and accurately. Ability to apply advanced bookkeeping principles to the maintenance of control, fiscal and accounting records, and preparation of fiscal reports. Ability to prepare accurate and complete financial related reports from accounting data. Ability to communicate effectively verbally and in writing. Ability to establish and maintain working relationships with other employees, other agencies, and the public. Skill in using other standard office machines. Skill in following established procedures with minimal direction.
Minimum Education, Certification, and Experience Requirements
Completion of two years of college level bookkeeping and general business courses and two years of experience in accounting clerical work, or any equivalent combination of education, training, and experience.
