Belvoir Ranch Manager
JOB TITLE: Belvoir Ranch Manager
CLASSIFICATION: Non-Exempt
DEPARTMENT: Street and Alley
SUPERVISOR: Street and Alley Manager
SALARY: $43,724 to $61,213 Annually
GENERAL JOB DESCRIPTION
Manage the operations of the Belvoir Ranch, and as necessary, other city owned rural properties. Monitors the condition of ranch lands and infrastructure including, but not limited to buildings, fences, equipment, utilities, and roads. Make repairs to ranch infrastructure or schedule contractors as needed. Reside on the ranch and control access to the ranch. Assist in preparation and administration of ranch leases. Performs the duties of a Heavy Equipment Operator for the Street and Alley Department during the “Off Ranching Season”. (See Street & Alley Heavy Equipment Operator job description).
PRIMARY DUTIES AND RESPONSIBILITIES
- Manage all ranch operations including livestock management, land management and recreational use.
- Assist in planning for future ranch uses and operations. Participate in creating ordinances, policies, and operating procedures for the ranch. Assist in preparation of the annual ranch budget. Assist in preparation of Requests for Proposal for ranch leases and administer ranch leases. Ensure that ranch land is managed according to the lease and in the best interests of the City of Cheyenne.
- Monitor the condition of ranch infrastructure and make repairs within his/her capabilities. Report problems or requirements for repairs outside of his/her capability to the Public Works Director or his/her designee. Arrange for and monitor contract repairs and work.
- Provide supervision and direction for any permanent or temporary ranch workers.
- Serve as the liaison for the ranch property with other City and outside agencies. Negotiate and resolve controversial and sensitive issues. Work with the Wyoming Game and Fish Department to manage hunting and fishing on the ranch. Work with the Wyoming Department of Environmental Quality to manage ranch environmental issues.
- Control access to the ranch in accordance with established policies and report trespassers. Ensure enforcement of laws, codes, and policies affecting the ranch.
- Attend and participate in meetings affecting the ranch; stay abreast of all issues affecting the ranch.
- Provide noxious weed and pest control for the ranch.
- Operate heavy equipment such as loaders, dump trucks, back hoes, skid steers etc.
- Be available after hours, weekends and holidays for events relating to emergencies that may arise.
SECONDARY DUTIES AND RESPONSIBILITIES
- Assist other City departments as required.
- Perform other duties and responsibilities as required.
- Report to and work winter months at Street & Alley.
- Rotate with other supervisors and foremen to carry the on-call phone for 24 hours a day, seven days per week; respond to calls by the 911 center, and One Call of Wyoming for events related to emergency street repair, hazardous spills, emergency clean-up of debris and other weather-related events.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of ranching operations and activates including livestock management and operations.
- Knowledge of supervision, training, and performance evaluation principles.
- Knowledge of Range management, land use principals and Wyoming water rights pertinent to the ranch.
- Knowledge of Wyoming Game and Fish laws.
- Knowledge of livestock fencing laws and requirements.
- Knowledge of environmental, wildlife habitat, and endangered species issues relative to ranch operations.
- Knowledge of general operation and repair of ranch infrastructure and equipment.
- Skills to identify and report liability issues affecting the ranch.
- Skills to prepare clear and concise reports.
- Skills to select, train, supervise, organize, and review the work of lower-level staff.
- Skills to perform repairs of ranch infrastructure.
- Skills for Noxious weed and pest control and spraying.
- Ability to interpret and apply Federal, State, and local laws, codes, and regulations that affect the ranch.
- Ability to interpret and explain City and ranch policies and procedures.
- Ability to work independently in the absence of supervision.
- Ability to communicate clearly and concisely, both orally and in writing
- Ability to establish and maintain effective working relationships.
QUALIFICATIONS FOR THE JOB
Required:
High School Diploma or GED with technical course work and four (4) years of experience in ranch operations or related field.
Wyoming Class B Commercial Driver’s License. Wyoming private pesticide applicator license.
Preferred:
Experience at a supervisory level in ranch operations. Higher education in agricultural business or related field.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 50 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment:
Field and shop environment; travel from site to site; exposure to hazardous conditions consistent with ranching operations and inclement weather conditions. Be available after hours and weekends and holidays for events relating to emergencies that may arise on the ranch.
