Risk Safety Officer
JOB TITLE: Risk Safety Officer
CLASSIFICATION: Non-Exempt
DEPARTMENT: Compliance
SUPERVISOR: Risk Manager
SALARY: $58,196 to $81,474 Annually
GENERAL JOB DESCRIPTION
Identify, develop, implement, and coordinate OSHA prescribed regulations and risk mitigation control programs for the City’s Risk Management Division.
PRIMARY DUTIES AND RESPONSIBILITIES
- Conduct and/or facilitate employee safety and awareness training, including dissemination of applicable information, materials, and safety equipment to City employees on a variety of risk management and safety topics.
- Make recommendations and participate in worker’s safety programs, work activities, projects, and programs; serve as liaison with City employees to identify and resolve safety concerns and issues. Assist Risk Manager in developing and implementing policies, procedures and programs for risk management and worker safety.
- Respond to and assist with investigations and documentation of risk incidents and occurrences involving City employees, property, and equipment. Investigate claims, assist with root cause analysis, and direct appropriate repairs to City property.
- Monitor employee activities and inspect City property and equipment to ensure on-going compliance with applicable laws and regulations to maintain a safe work environment.
- Prepare and maintain applicable administrative risk safety training records; statistical, narrative and staff report, and other correspondence as directed.
- Participate in worker’s compensation management programs, including light-duty programs and appropriate safety and training programs.

KNOWLEDGE, SKILLS, AND ABILITIES
- Operations, services, and activities of a Risk Management Office.
- Basic characteristics, principles and activities of risk management programs, safety programs, worker’s compensation programs, and training.
- Scheduling, planning, coordinating and documenting group training sessions and meetings.
- Office procedures, communication and computer equipment and software.
- Practices and techniques for interaction with the public and co-workers.
- Learn and comprehend laws, regulations, and policies, including Wyoming OSHA rules and regulations.
- Prepare detailed, accurate reports and manage records. Identify and handle confidential situations.
- Effectively and proficiently operate and utilize basic office and computer equipment and software.
- Conduct and coordinate safety training classes.
- Establish and maintain good working relationships with employees, supervisory and management personnel, and members of the public.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking or standing for extended periods of time and crawling or kneeling during investigations of safety situations.
QUALIFICATIONS FOR THE JOB
Required:
High School diploma or GED and five (5) years increasingly responsible field work and interactions with appropriate agencies.
CPR instructor certificate, and Certified Safety Professional (CSP) or industrial hygiene professional certificates.
Preferred:
Bachelor’s degree in responsible field.
PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment:
Field environment, including exposure to inclement weather conditions and work at accident, industrial or construction sites; may work irregular hours; limited office work.
