Compost Foreman
JOB TITLE: Compost Foreman
CLASSIFICATION: Non-Exempt
DEPARTMENT: Public Works/Recycling
SUPERVISOR: Landfill Manager
SALARY: $52,906 to $63,487 Annually
GENERAL JOB DESCRIPTION
Oversee the daily activities and operations of City of Cheyenne Compost Facility. Responsible for producing compost and other green recycling products. Responsible for managing, logging, and tracking quantities of feedstock materials. Responsible for documenting the amount of compost and other products sold each operating day. Oversee Compost staff and equipment maintain a clean and orderly facility.
PRIMARY DUTIES AND RESPONSIBILITIES
- Advance knowledge on compost production and other yard waste recycled products to marketable grade.
- Advance knowledge on compost production machines such as grinders, roto-choppers, and screeners.
- Knowledge or heavy equipment used at the compost facility to include front-end loaders, back-hoe, water truck, dump truck, and graders, performing all activities according to safe work practices and procedures.
- Account for incoming feedstock and plan for production.
- Maintain site in orderly conditions to prevent accidents, stormwater pollution, dust, and fires.
- Lead, plan, train, and monitor the work of compost facility staff.
- Implement a culture of safety in all operational aspects of the Compost Facility.
- Implement daily/weekly safety meetings and report to the Landfill Manager to any employees who do not comply with the City of Cheyenne, Solid Waste, and Public Works safety goals.
- Assign and train staff in daily tasks.
- Train compost heavy equipment operators in proper equipment operations. Ensure all equipment has been cleaned at a minimum of once per day, or more if necessary and ensure the site is clean and orderly.
- Assist and oversee production activities and customers loading operations.
- Perform Storm Water Pollution Prevention Plan inspections and correct unsatisfactory conditions within 14 days.
- Ensure consistent load inspections are performed at the entrance of the facility.
- Maintain active fire prevention Standard Operating Practices.
- Ability to interact with customers and the public in a polite manner
- Ability to process customers’ payments and balance drawer.
- Prepare daily report for the Landfill Manager.
SECONDARY DUTIES AND RESPONSIBILITIES
- Ability to read maps and plans.
- Maintain appropriate logs and records on delivery activities, equipment operations, production, and sales.
- Perform minor maintenance at the compost facility site.
- Ensure all equipment is in proper working order and clean.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform work activities according to safe work practices and procedures.
- Assist in pre-trip inspection daily.
- Operate heavy equipment at the Landfill in support of operations.
- Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of principles of composting and processing materials.
- Knowledge of process materials and appropriate facility layout.
- Knowledge and ability to operate all heavy equipment and production machines at the Compost facility.
- Knowledge of occupational hazards and standard safety practices.
- Ability to estimate and perform calculations of feedstock and finished material quantities.
- Knowledge of pertinent federal, state, or local laws, regulations, or ordinances.
- Ability to perform minor maintenance activities on equipment.
- Work on the Compost facility schedule which may include weekends and established rotating schedule during holiday periods.
QUALIFICATIONS FOR THE JOB
Required:
High school diploma or GED and experience involving the operation and maintenance of a compost facility.
Three (3) years of increasingly responsible experience in the composting services.
Be able to obtain a composting certification within a year from the State of WY or nationally recognized entity (e.g., USCC, SWANA).
Available to be on-call for regular periods.
Preferred:
Class B License.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Wear designated PPE when required – hard hat, safety vest, steel-toe 6-inch lace up boots, safety glasses, and gloves. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain the physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions.
Working Environment:
Field environment; exposure to noise, dust, fumes, gases, and inclement weather conditions; work around heavy sanitation/compost equipment.
