Planner I & Transportation Specialist
JOB TITLE: MPO Planner I & Transportation Specialist
CLASSIFICATION: Exempt

SALARY: $52,906 to $74,067 Annually
GENERAL JOB DESCRIPTION
Observe, collect, organize, and analyze transportation and traffic data for the Cheyenne Metropolitan Planning Organization (MPO), makes recommendations and creates technical reports and maps. Maintain, organize, and analyze the Transportation System technical data and other Performance Measures including safety. In charge of developing and utilizing the Travel Demand Forecasting software.
PRIMARY DUTIES AND RESPONSIBILITIES
- Develops planning studies and reports in support of new and updated plans, programs and regulations
- Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations
- Prepares and presents detailed reports on development proposals to government bodies
Pavement Management
- Provide technical support and recommendations for specific maintenance strategies and repair based on pavement conditions and life expectancy.
- Provide recommendations for the annual and four-year pavement resurfacing and maintenance projects and develop recommended maintenance schedules.
Transportation and Traffic
- Collect traffic data including traffic counts, turning movement counts, classifications, etc.
- Review, study, and create transportation studies. Analyze, report and map traffic volume and crash data.
- Assist the school district regarding traffic issues. Assist consultants, citizens, and others with transportation issues and provide data.
- Assist the local jurisdictions on traffic issues and resolve problems.
SECONDARY DUTIES AND RESPONSIBILITIES
- Prepare transportation and traffic data for consultants working for the MPO.
- Assist with the preparation of professional contracts.
- Attend technical meetings, conferences and seminars related to transportation planning issues and developments.
- Perform special and unique traffic and transportation studies.
- Provide technical assistance to city, county and MPO planners and engineers.
- Monitor progress and develop recommendations related to the FHWA Performance Measures requirements.
- Recommend allocation of money to implement projects based on available budget.
- Perform other duties and responsibilities as required.
- Act as liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans
- Coordinate community review of public and private development projects
- Provide information to the public regarding development regulations
- Assist in resolving citizen and customer issues
- Oversee the work of consultants
- Conduct field evaluations and assessments
- Attend a substantial number of evening meetings
- Assist with the preparation of transportation project grants.
- Utilize travel demand forecasting software, input data to project future traffic in the Cheyenne Area.
- Utilize geographic information systems software, present data in maps.
- Perform other duties and responsibilities as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the principles and practices of planning
- Knowledge of a relevant specialization such as land use/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development is desired.

- Knowledge of or ability to learn principles and practices pertaining to pavement management and ability to understand and operate pavement management or database management software.
- Knowledge of or ability to learn and operate travel demands forecasting software.
- Demonstrated knowledge of infrastructure inspection processes, pavement distress conditions and appropriate repair and maintenance practices.
- Written and verbal communication skills with the ability to effectively communicate policies and decisions and interact with all levels of personnel within the City and the public in a positive and cooperative manner.
- Knowledge of the construction contracting process includes understanding contract documents, bidding, awarding, and inspecting for construction projects.
- Possess intermediate to advanced computer skills with Microsoft software products and pavement management software.
- Ability to build strong working relationships and inspire cooperation and confidence of MPO/City/County staff and to work effectively with inspectors, engineers, and contractors to complete projects in accordance with contract requirements.
- Knowledge of principles and practices of urban transportation planning.
- Knowledge of practices and principals of travel demand forecasting.
- Knowledge of geographic information systems software.
- Knowledge of principles and concepts of Manual on Uniform Traffic Control Devices (MUTCD) and Design of Highways and Streets (AASHTO Greenbook).
- Knowledge of pertinent local laws, codes, and regulations.
- Ability to perform technical planning activities involving transportation planning.
- Ability to perform research and analysis activities in support of transportation planning.
- Ability to perform technical work involving the use of independent judgment and personal initiative.
- Ability to prepare and maintain technical engineering records and prepare reports.
- Ability to collect, compile, and analyze information and data.
- Ability to respond to requests and inquiries from the public.
- Ability to read and interpret mapping and survey data, site plans, zoning codes, legal descriptions, and related information.
- Ability to provide basic report writing, research methods and data compilation.
- Ability to understand and carry out oral and written directions.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to establish and maintain cooperative working relationships with those contacted during work.
- Ability to effectively interact and communicate with others.
- Ability to operate a motor vehicle safely. Safe driving principles and practice.
- Ability to perform independently.
QUALIFICATIONS FOR THE JOB
Required:
Bachelor’s degree in planning, engineering, traffic engineering, computer science or closely related field, or the equivalent combination of education and experience sufficient to successfully perform the essential duties of the job; and preferably experience and training in pavement management programs and software, urban planning, transportation planning, or a similar field.

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain the physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
