Certifications/Licenses Required: Massachusetts Class D Driver’s License, UST Class A/B Operator's Certificate (or ability to obtain within six (6) months of hire), 40-hour Hazwoper Certification (or ability to obtain certification within one (1) year of hire)
SUMMARY
The City of Chicopee’s Department of Public Works – Administration is hiring an Environmental Programs Director who will work in a professional environmental and administrative position with oversight of municipal integrated waste management programs including solid waste, bulk waste, yard waste, and recycling collections/programs, with implementation and oversight of hazardous waste collection/disposal programs. Position also includes monitoring/compliance responsibility related to municipal requirements under DEP and EPA environmental and underground storage tank (UST) regulations at DPW facility.
ESSENTIAL DUTIES INCLUDE:
- Under the general direction of the Superintendent of Public Works, responsible for the development, expansion, operation, and management of the City's integrated Waste Management Programs for residential households, apartment buildings, condominiums, municipal buildings and commercial/business properties. Works with sanitation/recycling collection supervisors and staff to comply with the program. Coordinates with School Department on solid waste and recycling programs as needed.
- Monitors city's solid waste and recycling rates; Maintains and expands programs to increase recycling access, recycling rates and recycling tonnage. Oversight for textile recovery and recycling programs.
- Oversight of DPW Recycling Drop-off Center and e-permit registration system. Drop-off shed coverage as needed.
- Oversight of curbside bulk waste collection program and e-permit registration system.
- Coordinates, implements, and expands the City's ongoing household hazardous waste collection program. Direct responsibility for the on-site collection of waste oil used to augment heating requirements at DPW.
- Oversees City compliance with DEP regulated "Waste Bans" at solid waste facilities/transfer stations. Ensures City compliance with environmental statutes, bylaws, and regulations. Monitors compliance and performs environmental enforcement activities related to local ordinances and state environmental regulations.
- Inventories hazardous waste procedures and initiates proper disposal procedures for DPW and other City departments. Acts as liaison between DPW and all other City departments on environmental issues.
- Oversees fuel management operations at DPW to include training, maintenance, delivery, and compliance. Coordinates fuel usage of city employees using fuel management system control program. Maintains underground storage tank (UST) compliance with state and federal agencies.
- Coordinates on-site UST activities, reporting, and testing with Facilities Department.

QUALIFICATIONS
- Massachusetts Class D Driver's License. - Required
- UST Class A/B Operator's Certificate (or ability to obtain within six (6) months of hire). - Required
- 40-hour Hazwoper Certification (or ability to obtain certification within one (1) year of hire). – Required
- Bachelor’s Degree in Environmental Sciences (or closely related discipline). - Required
- Minimum of five (5) years of supervisory and technical experience related to integrated waste management and related environmental issues; municipal experience. – Desired
- Candidates with an Associate Degree in Environmental Science and a minimum of ten (10) years of experience in municipal waste management may be considered.
