Join Our Team as Our Payroll Supervisor!

As a Payroll Supervisor in the Finance Department, you will plan, coordinate, and oversee all payroll operations, ensuring accurate and timely processing. The ideal candidate is a detail-oriented professional with extensive knowledge of payroll administration, including CalPERS reporting, Fair Labor Standards Act regulations, and pertinent federal, state, and local laws. You must possess advanced expertise in payroll software while demonstrating a strong ability to lead, train, and motivate staff effectively. This supervisory role involves significant accountability and independent decision-making.

Class and Compensation study and Cost of Living Adjustment resulted in annual wage adjustments : 4% increase effective July 1, 2024.

Duties / Responsibilities

Examples of Typical Job Functions :

  • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Coordinates, oversees, and participates in a full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; coordinates the wire transfer of funds for direct deposit, payroll taxes, and employee deductions to various banking institutions.
  • Ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
  • Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
  • Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports.
  • Answers employee questions regarding payroll and benefit deductions; explains requirements, policies and procedures.
  • Prepares calculations and estimates forecasting costs associated with negotiations.
  • Prepares reports and analysis required by auditors.

Qualifications

  • Education : Associate degree in business administration, accounting, finance, or related field.
  • Experience : Three (3) years of payroll administration and supervisory or lead payroll experience (desirable).
  • Licenses and Certifications : None required. Certification as a Payroll Professional by the American Payroll Association (desirable).
  • Knowledge of :

  • Employee supervision and training; leadership and team interaction techniques.
  • Budget administration, monitoring, and additional financial record keeping.
  • Payroll and benefits administration, policies, and procedures.
  • Garnishment and employment verification practices.
  • Benefits and insurance deductions administration.
  • Bargaining units and MOU interpretation.
  • Relevant federal, state, and local laws.
  • English language structure, spelling, composition, and grammar.
  • Ability to :

  • Develop and implement goals, objectives, policies, and procedures.
  • Supervise, train, and evaluate staff.
  • Ensure compliance with laws and regulations.
  • Perform complex payroll duties and prepare and maintain payroll documents.
  • Identify errors and reconcile discrepancies through complex record-keeping.
  • Represent the department in meetings, responding to complaints and inquiries.
  • Prepare reports and correspondence, organize work, and meet deadlines.

    Physical Demands and Working Conditions :

  • Work in a standard office setting and use office equipment, including computers.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and by phone.
  • Primarily sedentary work with some standing and walking.
  • Finger dexterity for data entry and using office equipment.
  • Occasionally bend, stoop, kneel, and reach; lift, push, and pull objects up to 10 pounds.
  • Office environment with moderate noise and controlled temperature.
  • Interact with upset staff and the public while enforcing policies.
