Essential Functions:
- Lead and manage by setting goals, priorities, schedules, and ensuring alignment with departmental objectives.
- Prepare and oversee complex financial reports, audits, and special projects to support strategic decision-making.
- Develop, implement, and monitor internal controls to safeguard City assets and ensure compliance with regulations.
- Collaborate with independent auditors to produce the City’s Annual Comprehensive Financial Report (ACFR).
- Recommend and implement improvements to accounting systems, procedures, and financial operations.
- Participate in budget planning and administration, including forecasting, resource allocation, and expenditure tracking.
- Supervise, mentor, and evaluate staff performance, while promoting a collaborative, service-oriented team culture.
Education:
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in
accounting, finance, business or public administration, or a related field.
Licenses/Certifications:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
Experience:
- Five (5) years of increasingly responsible government finance experience
- Two (2) years of experience in a supervisory or management capacity.
Knowledge of:
- Principles and practices of accounting and auditing, including governmental accounting and budgeting.
- Methods and techniques of supervision.
- Positive employee relations.
- Office management.
- Data processing systems/applications in a public agency.
Ability to:
- Prepare and present reports of related activity.
- Direct the preparation and maintenance of accurate records.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative working relationships.
- Deal constructively with conflict and develop effective resolutions.
- Deal tactfully and courteously with internal and external customers.
- Possess a California Driver License and a satisfactory driving record.
- Receive satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review.
Physical Demands and Working Conditions:
- Work in a standard office setting and use office equipment, including computers.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and by phone.
- Finger dexterity for data entry and using office equipment.
- Occasionally bend stoop, kneel, and reach; lift, push, and pull objects up to 20 pounds.
