Description and Essential Functions

The Police Communications Systems Manager will be expected to plan, organize, direct, and manage the staff, operations and activities of the Police Communications Center; assist with planning, identification, and implementation of dispatch related technology, coordinate activities with other divisions or departments; and provide highly responsible support to an assigned Police Captain.

Essential Functions

Functions may include, but are not limited to, the following : plan, organize, direct and manage the operations and activities of the Police Communications Center; plan, develop and oversee the work of staff involved in receiving, evaluating and transmitting of emergency and routine voice radio messages via telephone, teletype and automatic alarm; recommend and implement the Communications Center's goals and objectives; establish performance standards and methods; develop and implement policies and procedures; manage employees through subordinate supervisors; review and evaluate employees work performance; participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; evaluate operations and activities of the Police Communications Center; implement improvements and modifications; prepare various reports on operations and activities; participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures; oversee, maintain and update a variety of dispatch records as required; maintain current radio license for the department and ensure license is in compliance with Federal Communications Commission (FCC) regulations; ensure all dispatchers meet training requirements including POST and other requirements set forth by the State of California; oversee, monitor and maintain a variety of dispatch equipment including computer-aided dispatch (CAD) system, automated telephone system, and radio system; work with other City staff and outside agencies to ensure systems are working properly; recommend the purchase of supplies and equipment for the Police Communications Center; coordinate repairs to equipment with outside agencies; requisition supplies and materials as necessary; administer and supervise programs for the maintenance and repair of the Department's communications and dispatch systems and the Police Department's Information Technology systems; maintain liaison between divisions, other City departments, vendors, and contractors; answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints; represent the Communications Center and the Police Department to outside agencies and organizations; participate in professional groups and committees; stay abreast of new trends and innovations; develop and maintain an effective working relationship with agencies in the County providing similar services; prepare a variety of analytical and statistical reports and correspondence on operations and activities; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform related duties as assigned.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

Five (5) years of increasingly responsible experience in a public safety communications center, including two years of supervisory responsibility AND training equivalent to a Bachelor's degree from an accredited college or university with major course work business administration, public administration, or related field.

Required License or Certificate : Possession of a Basic Peace Officer Standards and Training (P.O.S.T.) Public Safety Dispatcher Certificate.

Knowledge, Skills and Abilities / Physical Demands and Working Conditions

Knowledge of : operations, services and activities of a dispatch center; computer-Aided Dispatch (CAD) procedures and standard practices regarding law enforcement radio transmissions; statutory and decisional law relating to confidentiality of records and legal requirements for training and civil liability; pertinent Federal, State and local laws, codes and regulations; communications equipment including radio systems, 911 systems and computer-aided dispatch (CAD) systems and other law enforcement information technology; principles and practices of leadership, motivation, team building and conflict resolution; budgeting procedures and techniques; English usage, spelling, grammar, and punctuation.

Ability to : effectively manage the work of the Police Communications Center; on a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy; analyze problems, identify alternative solutions and project consequences of proposed actions and implement recommendations in support of goals; operate radio systems, 911 systems, and computer-aided dispatch (CAD) system; gain cooperation through discussion and persuasion; interpret and apply City and department policies, procedures, rules and regulations; prepare and administer a budget; supervise, train and evaluate personnel; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions : On a continuous basis, sit at desk for long periods of time; intermittently stand and walk. Intermittently twist and reach office equipment above and below shoulders; use telephone, write or use keyboard to communicate through written means; use a computer keyboard on a regular and continuing basis; lift up to 10 pounds. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Primary work is in performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level; there is some exposure to the external environment when going to outlying offices and meetings. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
