Knowledge of:
Principles and procedures of governmental purchasing.
City purchasing policies and procedures.
Pertinent City ordinances; Ohio Revised Code; pertinent City, state, and federal laws, codes, and regulations. Principles and practices of accounting.
Business law; various contract/business forms.
Economic trends concerning volatile commodities; development of bid pricing structuring consistent with current market trends.
Standard English grammar, usage, and spelling.

EXAMPLES OF WORK PERFORMED:

Reviews and analyzes requisitions and decentralized departmental purchase orders; processes change orders for City departments.
Prepares invitations to bid for purchase orders, contracts, and agreements; approves no-certifications; locates sources for non-competitive awards under $5,000.
Develops specifications from product literature and by working with vendors and agencies; updates and reviews current standard City specifications.
Evaluates bids with regard to lowest and best bid meeting specifications; interviews sales representatives and City staff regarding specifications and related problems; provides information to vendors on bid computations and previous awards; prepares reports and distributes them to appropriate parties.
Makes awards to vendors from bids received; follows contracts through to completion.
Oversees and performs all aspects of competitive bidding for local construction projects involving City, state, and federal funding.
Trains and directs other City departments/divisions in procurement procedures; assists departments in development and evaluation of requests for proposal; trains and assists lower-level staff as appropriate.
Interacts with City legal professionals to resolve questions of law concerning the bidding and contracting process.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 - Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
U.S. Citizenship: All positions with the City of Cincinnati require that each applicant be a citizen of the United States or have a valid permanent resident card at the time of appointment (date of hire).
Environmental Conditions: Indoor environments; exposure to computer screens; occasional outdoor work may be required.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light to moderate lifting and carrying; general manual dexterity required.
