General Statement of Duties

This employee leads, directs, and participates in the work of usually a two person crew assigned to respond to various service requests based on general knowledge of plumbing as it pertains to residential and commercial areas received by Metropolitan Sewer District's Wastewater Collection Division. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of

Operation and Maintenance procedures associated with the assets comprising MSD's wastewater collection system including: gravity sewers, building sewers, forcemains, air-release valves, CSOs, mechanical flow-control gates, SSOs, WIBPP residential installations, and Real-Time Control facilities.

Policies and Procedures relating to MSD's Sewer Backup (WIB) program.

Response procedures for CSO and SSO real-time alarms.

Response procedures for wastewater collection system bypasses.

City, department, and division human resources policies and procedures.

Safety policies and procedures, e.g., Employee Safety Instruction Manual, OSHA regulations, and applicable maintenance equipment manufacturers' requirements and specifications.

Traffic control regulations and procedures.

Skill to

Use equipment designed to detect hazardous gases, compounds, etc.

Use equipment designed to locate and clear underground sewer problems and/or blockages.

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability to

Properly utilize safety equipment and personal protection equipment.

Exhibit exceptional customer service skills while interacting in a respectful and professional manner with the customers of MSD.

Efficiently utilize multiple computer applications including the Wastewater Collection Division's GIS system, Computerized Maintenance Management System, Legacy Database applications, Microsoft Windows, Microsoft Outlook, Microsoft Explorer, and the City of Cincinnati's CSR system.

Operate a handheld or stick-mounted digital camera and download photos to appropriate file locations.

Read, interpret, understand, and assimilate information from various sources including record drawings, maintenance records, engineering records, and maps to make logical and informed operational decisions.

Write legible, concise, and accurate reports of work performed during the assigned shift.

Tactfully and professionally communicate the content MSD's procedures and rules and regulations to customers.

Determine whether worksites are safe for employees and, when necessary, assign and supervise the use of appropriate safety equipment.

Work in inclement weather conditions, while exposed to unpleasant odors, raw sewage, etc.

Work in confined spaces.

Examples of Work Performed

Responds to service requests relating to MSD's wastewater collection system from customers or outside agencies.

Uses portable electronic device to review and update assigned work orders and to generate appropriate follow-up work orders.

Utilizes a handheld or stick-mounted digital camera to document site conditions and/or asset condition; attaches photographs to appropriate work orders or forms.

Enters sanitary sewer manholes, chambers, and confined spaces throughout MSD's wastewater collection system to perform investigation and maintenance activities.

Enters customers' homes and/or businesses to perform investigations and building sewer maintenance activities utilizing specialized maintenance equipment.

Safely operates specialized maintenance equipment such as electric drain cleaners (mole machines) and electronic transmitting sounds and receivers to physically determine the locations of buried sewer collection system assets.

Initiates private property and environmental cleaning procedures consistent with MSD's Sewer Backup (SBU) Program and Sewer Overflow Response Plan.

Respectfully informs customers of the results of investigations, the status of completed work, and the process that will be followed in completing additional work.

Inspects and performs basic maintenance on sewer force main air release valves located throughout the wastewater collection system.

Operates and maintains flow control gates and devices located throughout the wastewater collection system.

Cleans Combined Sewer Overflow (CSO) mechanical regulator equipment and drop-gate structures to maintain wastewater flow and meet defined levels of service.

Installs and maintains electronic monitoring equipment in support of MSD's CSO and SSO real-time monitoring program.

Instructs and trains crew on proper and safe work procedures, the operation of equipment, and on maintenance and repair procedures.

Monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.

Completes and maintains accurate electronic and written records of all completed assignments.

Drives a variety of passenger and commercial vehicles to various job sites transporting crews and equipment.

Required Education And Experience

Open:Must possess (2) years of paid, professional, experience working full time in a hands-on role in a position in water,wastewater or stormwater operations, facility maintenance, property maintenance, mechanical maintenance or similar typeposition. Experience must be in a field of work requiring knowledge of and problem-solving skills with pipes and drainagesystems, and which involves interaction and effective communication with customers and others on a regular basis. Examplesof work experience which would satisfy these requirements:

  • Operation, installation, maintenance and/or repair of mechanical equipment related to water distribution systems,and/or sewer collection systems.
  • Provision of residential or commercial plumbing technician services, such as sewer cleaning, addressing sewer backupproblems, and related or similar problem solving.
  • Operation, installation, maintenance and/or repair of highly specialized equipment used to investigate and clean sewer lines in a public wastewater or stormwater sewer system, including physical entry into sewer manholes and/or main sewer lines to assist in investigation and maintenance operations; using computers and mobile devices for data collection and work order tracking.
  • Provision of front line field response to customers requesting service related to sewer or water problems, including initial response to requests, investigation, support, and full oversight and field inspection of crews, and performing a variety of field maintenance tasks to improve the reliability of assets.
  • Fabrication, maintenance, and repair of a broad variety of specialized mechanical equipment as well as facility maintenance activities and pumping operations.
  • Performance of major sewer or water line maintenance and repair as a lead worker in the laying of pipes and relatedtrench work.

OTHER REQUIREMENTSMust be required in the future to possess a valid Class A or Class B Commercial Driver's License within the probationary period. Must possess or obtain a Transportation Worker Identification Credential (TWIC) within the probationary period to access sewer facilities within Maritime Transportation Security Act (MTSA)-regulated ports. Some positions may require physical certification for work utilizing Supplied Breathing Apparatus (SBA) equipment. Must be a highschool graduate or have a GED. Must pass the background check for work in a Sensitive Position.

Military Education & Experience Evaluation

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Additional Exam Information

Credit for Military Service: Special credit for honorable military service is given (1) only to Ohio residents, (2) who successfully complete all portions of the testing process, and (3) who provide Human Resources a long-form copy of your DD-214 confirming an honorable discharge (Character of Service Box 24 on DD-214). Disabled veterans shall receive ten preference points and non-disabled veterans shall receive five preference points. Veteran's points will be added only to passing scores.

Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 - Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.

U.S. Citizenship: All positions with the City of Cincinnati require that each applicant be a citizen of the United States or have a valid permanent resident card at the time of appointment (date of hire).
