General Statement of Duties

Under the direction of a supervisor, this employee supervises and participates in the work of the Distribution Valve Section in the determining the location of leaks; investigating taste, odor, and low pressure complaints; chlorinating and flushing water mains, tanks, and storage facilities; operating valves by hand and with turning machines; obtaining samples; utilizing leak detection equipment; checking best times for shutdowns; notifying consumers; posting no parking; and assigning work, trucks, and equipment to staff. Participates and supervises as necessary. Trains personnel in correct work procedures in the operation of the various types of Water Works valves, tools, and equipment, in the correct manner of making various types of field investigations and customer interactions, and in correct safety practices and procedures. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:
Basic supervisory practices sufficient to direct a crew of valve operators and dispatchers during a work period.
Methods to train valve operators and dispatchers on the job.
The procedures, policies, and operational requirements of the Distribution Valve Section.
The procedures and equipment to make connections utilized in pressure testing and chlorinating new or existing water lines. The Cincinnati Water Works transmission and distribution water system including the ability to utilize GIS, electronic, and paper records.
The procedures for installing, repairing, or replacing a strap over to provide temporary safe drinking water and/or fire protection.
The procedures for taking sample.
Methods used in locating, detecting, and isolating leaks in water mains, service branches, and appurtenances.
The various types of pipes, recognize the type of joints, and how they are joined, including compression joints and mechanical joints.
The operation of basic equipment, large hydraulic and 6” gas pumps.hoists, etc.
Safety equipment and its proper use such as shoring equipment, hard hats, respirator/dust masks, etc. Proper use of equipment, truck, and traffic control devices to ensure safety of the crew at job site.
The State of Ohio and the City of Cincinnati traffic rules and regulations sufficient to operate a truck on the alleys, roadways, and highways.
The streets of Cincinnati and surrounding areas sufficient to drive to assigned work site with minimal direction.
How a truck and auxiliary equipment operates when there is an equipment breakdown sufficient to stop driving or operating, how to explain the breakdown to the proper person, and which departmental procedures to follow when this occurs.
Accident reporting procedures sufficient to report to the appropriate persons about a personal injury accident, a private property damage accident or a traffic accident including the procedures for completion of proper accident and injury reporting forms.
The characteristics of the various types of leaks sufficient to be able to evaluate leaking or flowing water and to make a preliminary suggestion as to its source.
High and low pressure areas within the water transmission and distribution system.
The procedures to be followed for water main shut-down sufficient to assist with the completion of shut-down in a minimum amount of time, with the least amount of damage to public and private property. The proper method to perform fire hydrant flow tests.
Proper method of cleaning up after a repair job.
Proper procedures to contact the Water Works office to receive and give information by two-way radio. The limits of responsibility of the Water Works Department in the repair, replacement, or maintenance of a branch service sufficient to be able to communicate to a Water Works customer.
The appropriate ways to deal with the public sufficient to present a positive image of the Water Works Department and to successfully communicate with customers from all socio-economic levels.
Perform basic mathematical computation sufficient to calculate water volume, pressure in relation to elevation, acceptable water loss for pressure testing, chlorine dosage for disinfection, compute distances, or to determine amounts of materials for jobs.
Divisional and departmental daily or weekly reporting procedures sufficient to be able to complete and turn in reports to appropriate person.
Basic computer skills.

Skill to:
Use tools such as screwdrivers, wrenches, and pliers to perform routine maintenance tasks on trucks such as tightening side view mirrors and to hook up any equipment which will be towed.
Use specialized tools such as hydraulic valve operating machines.
Operate valves, and various water works appurtenances.
Operate and talk over a two-way radio.
Operate metal detector to locate water lines, valve boxes, and other appurtenances.
Operate chlorinating machine and pressure testing pump.
Take measurements with a measuring tape up to 100 feet in length.
Perform the pre-operation checks and maintenance tasks (adding oil, putting air in tires, etc.) that are performed on a truck sufficient to keep it in a safe and operating condition.
Drive a truck in all types of weather conditions and knowledge of defensive driving techniques and the actions or lack of actions when one is driving which will cause damage to the truck.
Drive various valve operating trucks including the “band” truck & salt truck (1-Ton).
Install and/or disconnect various water meters up to 2” in size, including soldering copper to repair meter settings in addition to air release run arounds.
Proper use of fall protections & gas monitoring devices in confined spaces.

Ability to:
Listen to water lines and valves to determine locations of water leaks.
Follow oral instructions including those given over a two-way radio.
Write legible, concise, and accurate reports of work performed and fill out work forms properly.
Read and understand written instructions, procedural training manuals, departmental memos and directives, street guides, copies of detailed maps of water line locations and pressures, and valve locations and measurements.
Work without direct supervision.
Train members of the crew.
Direct, correct, and oversee work performed by a crew.
Climb down into, and out of, valve chambers, vaults, and ditches in which water mains are located. Cover & fill in as Dispatcher and Valve Operator 1 or 2 when needed.
Develop material requirements for projects and order materials through computerized work order system. Verify material orders are accurate.
Perform fire hydrant flow tests and enter data into spreadsheet to perform flow calculations.

Required Education and Experience

Each applicant must have one year of experience with the City of Cincinnati in the Water Works Department as a Water Works Valve Operator 2, or a Water Works Dispatcher.

OTHER REQUIREMENT
Must have a valid Driver's License.
Must be able to work rotating shifts.
Must have physical strength and ability to lift, pull, carry, twist, turn, and otherwise maneuver and operate tools and equipment associated with Water Works valve operations, line preparation, and providing service to Water Works customers.
Must have color vision sufficient to read color codes on high pressure valves and high pressure hydrants, and to compare readings in chlorine testing kits.
Must have hearing acuity sufficient to detect sound of water leaking through mechanical and electronic listening devices.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Eligible dependents include:

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.


Retirement Plan

The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
