The City of Citrus Heights is seeking a proactive, strategic, and results-driven professional to join its Economic Development & Community Engagement team. This role is ideal for someone who thrives on direct business recruitment, relationship-building, and driving economic growth through outreach and marketing initiatives.

As a key contributor to the City’s Economic Development Work Plan, the Economic Development Analyst will actively recruit new businesses, support business retention, and position Citrus Heights as a prime destination for investment. The Analyst will proactively prospect, engage, and attract businesses while collaborating with brokers, property owners, and industry partners to fill vacancies and strengthen the city’s economy.

KEY RESPONSIBILITIES

Business Attraction & Development Services

The Analyst will be a proactive business recruiter, directly engaging with business owners, corporate site selectors, brokers, and franchise operators to fill commercial vacancies and strengthen the city’s business climate.

  • Direct Outreach & Prospecting
    • Develop and execute a targeted business recruitment strategy, using direct outreach, prospecting calls, networking, and strategic partnerships to attract high-value businesses to Citrus Heights.
    • Develop and maintain a pipeline of business prospects, tracking engagement in a CRM system.
    • Cultivate direct relationships with site selectors, brokers, and developers to ensure Citrus Heights is top-of-mind for business expansion.
    • Conduct targeted recruitment campaigns for high-priority commercial sites and business sectors.
  • Recruitment Strategies for Business Attraction
    • Develop and present tailored recruitment proposals for business leaders and investors.
    • Attend industry events, trade shows, and networking conferences to actively attract businesses.
    • Partner with property owners to market available spaces to targeted industries.
  • Site Selection & Business Support
    • Act as a concierge for new businesses, guiding them through site selection, zoning, permitting, and incentive programs.
    • Promote and administer economic development incentive programs to help new businesses locate

Business Retention & Expansion (BRE)

The Analyst will engage directly with existing businesses to ensure their long-term success, proactively identifying needs, providing resources, and reducing barriers to growth.

  • Business Engagement & Relationship Management
    • Implement a formal business outreach program to existing businesses, including site visits to top employers and sales tax generators.
    • Conduct annual business surveys to assess challenges, opportunities, and expansion needs.
    • Maintain a business retention database to track outreach, feedback, and support efforts.
  • Marketing & Business Visibility Initiatives
    • Launch a quarterly business recognition program, promoting success stories and business spotlights.
    • Inform and collaborate on economic development communications to enhance Citrus Heights’ reputation as a vibrant and business-friendly city.
  • Policies and Programs for Business Support
    • Work internally to streamline economic development processes and enhance interdepartmental collaboration.
    • Advocate for business-friendly policies, regulatory improvements, and incentive programs.
    • Promote and administer economic development grants for sign and façade improvements, other projects and events.

Management Analyst I

Knowledge of:

  • Principles and practices of public administration.
  • Methods and techniques of statistical and fiscal analysis and report writing.
  • Principles and practices of advanced business office management and administration.
  • Equipment used in modern offices including computers and software.

  • Methods and techniques of project management.

Ability to:

  • Organize, plan, schedule and implement operations; conduct analytical and administrative projects related to area of assignment.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; research, identify, remember and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.

Experience: No previous professional experience required.

 

Training: Equivalent to the completion of a Bachelor’s degree with major course work in public administration, business administration, communications or a related field.

License or Certificate: May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.

 

Management Analyst II

In addition to the qualifications for the Management Analyst I:

 

Knowledge of:

  • Effective report writing and research techniques for complex work.
  • Principles and practices of risk management and benefits administration.
  • Principles and practices of advanced project management and workflow analysis.

 

Ability to:

  • Manage more complex or sensitive projects.
  • Diagnose problems of a more complex nature.

            

Experience and Training

 

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

 

Experience: Two years of professional level experience in public administration similar to the Management Analyst I with the City of Citrus Heights.

 

Training: Equivalent to the completion of a Bachelor’s degree with major course work in public administration, business administration, communications or a related field.  A Master’s degree in a related field is highly desirable.

 

License or Certificate: May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.
