JOB SUMMARY: 

This is the first of five levels in the Engineering series. Incumbents perform engineering tasks as assigned. Responsibilities may include assistance in identifying and addressing  issues in utility systems and other public works infrastructure; field reconnaissance, surveys, testing and other data collection; engineering calculations, hydraulic modeling, data analyses and other technical assessments; preparation and presentation of reports; plan review and construction inspection to determine compliance with design standards and approved plans and specifications; assistance with public works design projects; and assistance with project management activities.

ESSENTIAL FUNCTIONS(These duties are a representative sample; position assignments may vary.)

  1. Performs engineering assessments as assigned, including identification, evaluation and resolution of utility system issues.  Reviews, analyzes, and interprets data which may include determining what data needs to be collected, performing field reconnaissances, surveys, operational record review, testing and other data collection activities. Performs engineering calculations, computer modeling and other technical assessments. Determines root cause and delivers alternative solutions along with pros and cons, including schedule and budget considerations. Prepares written reports and presents findings to project engineers and/or supervisors.

  2. Under the direction of a licensed engineer, assists in the design of public works infrastructure improvements, including data collection, design calculations, material and equipment research, deed, plat and easement research, plan and specification preparation, permit application preparation, and cost estimations.

  3. Reviews residential and commercial construction plans to determine compliance with design criteria and the City’s Standard Specifications and Details and reports findings to supervisors. 

  4. Observes and inspects public works infrastructure construction to determine compliance with approved plans and specifications. Participates in equipment, process and system startups and reviews test reports and other performance based data for compliance.

  5. Assists and participates in the management and coordination of design and construction projects under contract with the City, including responding to data requests, change order proposal review, participating in progress meetings, workshops and site visits, monitoring schedule and budget, deliverable review, invoice review, and other project management activities. Performs other duties of a similar nature or level.

  6. Performs other related work as required.

EDUCATION AND EXPERIENCE: (positions in this class typically require)

  • Bachelor's degree in civil engineering, or a related field from an ABET accredited program.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.



LICENSING AND CERTIFICATIONS REQUIREMENTS: (positions in this class typically require)

  • Engineer Intern Certification.

KNOWLEDGE, SKILLS, AND ABILITIES:(positions in this class typically require)

Knowledge of:

  • Civil engineering principles and practices.

  • Public works construction principles and methods.

  • Public works design, operation and maintenance principles and methods.

  • Mathematical and statistical principles.

  • Applicable Federal, State, and local laws, rules, regulations, and ordinances.

  • Data and recordkeeping principles.

  • Budgeting principles.

  • Customer service principles.

  • Computers and related software applications.


Skill in:

  • Applying civil engineering principles and practices.

  • Reading and comprehending drawings, designs, improvement plans, and specifications.

  • Preparing , presenting and maintaining technical reports and records.

  • Performing mathematical calculations.

  • Monitoring a budget.

  • Applying applicable laws, rules, and regulations.

  • Using a computer and related software applications.

  • Maintaining operational data and records.

  • Communication, interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.



PHYSICAL REQUIREMENTS:

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to or constantly to move objects. Additionally, the following physical abilities are required: 


  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound. 

  • Mental Acuity: Making rational decisions through sound logic and deductive processes.

  • Reaching: Extending hand(s) and arm(s) in any direction. 

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Standing: Particularly for sustained periods of time. 

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
