GENERAL STATEMENT OF JOB

This is the first of two levels in the Project Management series. Incumbents plan, recommend, and coordinate the activities of a defined program or project. Responsibilities may include researching and applying for grants; identifying, soliciting, and selecting business partners and opportunities; coordinating efforts with other departments, governmental entities, and community organizations; marketing a program and/or services; compiling and analyzing data; reviewing project contracts for compliance with City and department policy; developing contract language for unique situations; documenting project progress; tracking project budgets; and preparing operational and financial reports.

Essential Functions

SPECIFIC Â DUTIES AND RESPONSIBILITIES

  • Coordinates activities of an assigned program or project which includes planning, recommending, and participating in activities; identifying and soliciting business partners and opportunities; modifying and implementing project contracts; and performing related duties.
  • Coordinates and monitors sub-recipients' caseloads, including contracting, site visits, file documentation, performance monitoring, regulatory and spending tracking.
  • Monitors, audits, documents, and determines compliance with the U.S. Department of Housing and Urban Development (HUD) rules and regulations.
  • Assists in preparation and update of the City's Annual Actions Plan.
  • Participates in the analysis of information; identifies issues and discrepancies; projects consequences of proposed actions; formulates recommendations based on findings; implements priorities, work processes, and procedures; and/or trains individuals on established or modified organizational practices and/or procedures.
  • Responds to requests for information and provides guidance to other departments, external agencies, the public, and/or other interested parties. Coordinates work with internal and external parties.
  • Researches, writes, and monitors grant opportunities, grant compliance, and program requirements.
  • Prepares documents and makes presentations to City Council and Council Committees for approval of program activities and related Citizen Participation processes.
  • Prepares a variety of operational records and reports; prepares financial reports.Â
  • Performs other related work as required.

MINIMUM EDUCATION AND TRAINING

Education and Experience

  • Associate degree in a course of study related to the occupational field.
  • Three (3) years of progressive responsibility in area of assignment
  • An equivalent combination of education and experience sufficient to perform the job's essential duties.

License and Certifications

  • None.

Physical Requirements

Required

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.
  • Mental Acuity: Making rational decisions through sound logic and deductive processes.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
