POSITION OPEN UNTIL FILLED
Under limited direction, the Gas Section Manager provides professional, technical, administrative and supervisory work in developing and coordinating assigned programs for gas distribution operations, design/permitting, administration and safety/training for the Clearwater Gas System.
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Supervises and manages daily operations and administration functions of the Gas System; provides general administration including mail, phone support, meeting and travel scheduling, maintaining file systems, and updating manuals.
Coordinates, manages, and organizes a safety and loss control training and related assistance; trains and assists in the development of all required licenses and certifications required by regulatory agencies; coordinates, teaches, and instructs skills training programs and required safety training.
Conducts and attends safety meetings and performs extensive training and educational meetings for employees, sub-contractors and emergency first responders.
Organizes and conducts emergency training meetings and mock drills to ensure all employees are prepared in the event of an emergency.
Coordinates all construction and maintenance activities on natural gas distribution system, to include compressed natural gas (CNG) filling station and cathodic protection maintenance; meets with the Measurement Technician, identifies concerns, and addresses issues.
Manage all sub-contractors and employees for the proper installation of gas mains and service lines.
Considerable knowledge of GIS maps and atlas mapping requirements to manage multiple construction projects simultaneously.
Serves as a project engineer; produces permits, gas main design plans, and relocation projects for facilities; completes all design work including field surveys, design, and permitting work; attends all preconstruction and progress meetings; supervises engineering technicians and cathodic protection crews.
Drafts, develops, and submits bid specifications; conducts and provides information regarding cost analysis and other factors of various jobs; reviews bids and submits purchase requisitions.
Completes, coordinates, and checks all design work; reviews field surveys, design, and permitting; works with EOR or State/County representatives or Joint Project Agreements (JPA); performs inspections and oversees construction activities to monitor workload and progress.
Assists in the design of gas distribution projects; provides technical assistance for the distribution and metering side of the system; ensures compliance with regulatory agencies and makes reports as needed.
Regulates and manages active contractor bids; evaluates submitted billing and work submitted is according to contract standards; mediates and resolves conflicts and actively participates in job completion and management.
Performs other duties as assigned.
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
Notary Public License is preferred.
Education and Experience:
Bachelor's Degree in Business Administration, Mechanical Engineering, Civil Engineering or related area based upon area of assignment AND three (3) years of professional level experience in the development and administration of programs in assigned field to include at least three (3) years of experience in a supervisory/lead worker capacity; OR an equivalent combination of education, training, and experience may be considered.

Salary : $81,615 - $85,696
