Emphasis is on team building, leadership, internal controls, audit and integrity of the City’s financial reporting. As the Chief Accountant, this position leads in coordinating with the external auditors’ preparation of the Annual Comprehensive Financial Report (ACFR), including all combining statements and Notes to the Financial Statements.NECESSARY KNOWLEDGE, SKILLS, AND ABILITIESMust have an advanced knowledge of and ability to appropriately apply accounting theory, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, charter and all applicable government codeAbility to analyze and interpret common technical journals, financial reports and legal documents as requiredAbility to present information to and communicate effectively with city staff, management, the city council and the public as requiredAbility to define problems, collect data, establish facts and draw valid conclusions as requiredMust have advanced knowledge and practical skills with computer spreadsheet and word processing software as well as the ability to quickly assimilate Incode and Tyler Enterprise financial softwareEDUCATION AND EXPERIENCEA bachelor’s degree in accounting, or a related field with two (2) years of supervisory experience in addition to four(4) years of experience in municipal governmental, large not-for-profit organization or audit firm specializing in governmental accounting is desirable;Certified Public Accountant (CPA) and/or Certified Government Finance Officer (CGFO) preferred; ORAny equivalent combination of experience and training which provides the required knowledge, skills, and abilities.CERTIFICATES AND LICENSES REQUIREDA Valid Class C Texas driver license and the ability to maintain a satisfactory driving recordENVIRONMENTAL FACTORS AND SAFETY HAZARDSPrimarily in indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.TOOLS AND EQUIPMENT USEDStandard office equipment including multi-line telephone, computer, fax machine, copier, scanner, shredder, printer, etc.
