Serves as the administrator of the Section 8 Housing Choice Voucher Program by providing assisted rent services and case management to low-income, disabled, and elderly individuals and families in the City of Cleburne jurisdiction.NECESSARY KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of HUD regulations and other Federal, State, and local lawsKnowledge of tenant rights as they relate to rental and subsidized programsKnowledge of HUD HQS (Housing Quality Standards) inspection proceduresKnowledge of Federal, State, and local building ordinances, codes, and regulationsKnowledge of general office practices and procedures, business English and basic mathematicsKnowledge of rental market in the community; including conditions and amenities for determining fair market value of a unitStrong written and verbal communication skillsAbility to work with participants and the general public with a “customer service” attitude; including ability to deal effectively with their questions and/or problemsAbility to deal tactfully and fairly with clientsAbility to interpret statutes, rules, ordinances, codes, and regulationsAbility to work fairly with all people of varied backgrounds: i.e. socio-economic status, age, race, mental capacity, etc.Ability to accurately complete forms, maintain accounting records, perform mathematical calculations and prepare reportsAbility to receive detailed information through oral and written communicationsAbility to plan, organize and monitor subordinate employees’ work assignments to accomplish housing objectivesEDUCATION AND EXPERIENCEBachelor’s degree in Public Administration, Business Administration, or a related field plus two (2) years of experience in municipal government with at least one of which involved federal programs; ORHigh school graduation or its equivalent plus at least four (4) years of experience in municipal government, at least one of which involved federal programs; ORAny equivalent combination of experience and training which provides the required knowledge, skills, and abilities.CERTIFICATES AND LICENSES REQUIREDA Valid Class C Texas driver license and the ability to maintain a satisfactory driving recordENVIRONMENTAL FACTORS AND SAFETY HAZARDSPrimarily in an indoor environment with the ability to operate outdoors when needed.
