Detailed job description (this should describe the actual duties for the position)
- Prepare annual departmental budget, forecast budget adjustments, and work with Department of Finance and MOCAP budget personnel on annual budgets and related reports and deliverables throughout the year.
- Analyze, monitor, and proactively problem solve issues related to currently required spend down of capital bond proceeds including an understanding of spend down requirements, age of existing bond allocations, and type of new bond proceeds. Ensure bond spend-down requirements are met and projects are funded in the most advantageous manner.
- Collaborate with the Department of Finance to revise the city’s borrowing program to better align the issuance of debt with project needs.
- Review monthly bond expenditure reports from Finance Dept. and generate reports and work plans to ensure compliance and efficient use of bond proceeds.
- Analyze and monitor timely use of grants and funds including contract awarding and encumbrance availability.
- Initiate and track efficiency metrics for payments to contractors and consultants and develop best practices for faster payment processing in department and work cross-departmentally to advance payment process improvements in City Hall.
- Annually update the department’s three- and five-year capital improvement plans upon Administration approval.
- Provide senior budgeting management, oversight and training guidance for departmental budgetary personnel.
