What are the responsibilities and job description for the Budget Manager position at City of Cleveland?
TYPICAL TASKS
· Prepare annual grant budgets for all fund sources and assist in preparation of grant applications for CDBG, HOME, Emergency Solutions Grant and Housing Opportunities for Persons with AIDS (HOPWA) programs.
· Monitor grant budgets to ensure they remain within limits defined by grant agreements and authorizing legislation
· Prepare monthly financial reports indicating allocations and balances for all grant activities
· Track and report expenditures by program area [monthly] to ensure timely spend down and closing of accounts.
· Review, approve and process all budget adjustments.
· Review and approve all personnel requests, travel requests and purchase requests.
· Monitor CDBG expenditure timeliness requirements and periodically report to the Director and program managers the status of meeting that requirement.
· Prepare specialized financial reports, such as grantee audit reviews and the report on CDBG Neighborhood Development Activity fund balances.
· Respond to independent auditors’ requests for year-end grant expenditure information
· Preparation and submission of data for federal grant management system (IDIS)
· Routine approval of IDIS drawdowns
· Process drawdowns through federal database ELOCCs for Lead Hazard Reduction Demonstration Grant
· Assist in preparation and processing of expend legislation to carry out programs and activities under each year’s grants.
· Assist in the preparation of the annual HUD Consolidated Plan/Action Plan and the Comprehensive Annual Performance Report (CAPER)
Preferred Department Qualifications
- Progress towards an MBA, CPA, CFP, CFA, or similar financial designation/degree
- Five years’ experience working with Federal, State or Local regulations programs and guidelines.
- Three years’ managerial or supervisory experience.
- Three years’ experience in applying HUD regulatory requirements.
- Excellent written and verbal communication skills.
- Extensive knowledge of Microsoft Word, Excel, Access or comparable software is required

Salary : $80,000 - $85,000
