The Residents First program was created in 2024 by the Department of Building and Housing to safeguard residents against poor property conditions created by absentee property owners and landlords. The Residents First legislation requires, among other things, that vacant and leased properties are registered and inspected on an annual basis, including inspections for sidewalk violations. Residents First Right-of-Way Code Enforcement Administrator through the Mayor’s Office of Capital Projects will dedicate resources to right-of-way code compliance and provide residents with a point of contact that will handle all questions related to the Public Right-of -Way.



Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.ADDITIONALDUTIES:
  • This employee will be the primary source of communication for any right-of-way questions, complaints or 311 inquiries from residents.
  • Answer phone calls from residents concerning complaints not associated with construction programs.  
  • Request permitting inspectors as needed for field verification.
  • Follow up on requests for information by members of City Council or from Section Chief of Right-of-Way Permitting and Enforcement.
  • Coordinate the drafting and submission of violations and citations.
  • Ensure that the inspector of record continues the violation or citation process to keep all violations and citations moving forward. 
  • Manage sidewalk inspection program for all rental properties in the City of Cleveland.
    1. Ensure citations are enforced for all rental properties that are not in compliance.
  • Attend the Board of Right of Way Appeals (BORA) meetings.
  1. Coordinate with Board when a meeting needs to be held.
  2. Assist Board with creating ruling letters resulting from meetings.
  • Submit weekly reports on progress of all violations and citations.
  • Create plan to proactively ensure that permit renewals for the Temporary Right-of-Way Outdoor Occupancy Permits for Patios and Parklets Streetscape Amenities, and other permits as needed are actively being pursued.
  • Determine best practices for enforcing penalties pertaining to Right-Of-Way Permitting and Enforcement Section.
  • Work with Section Chief of Right-of-Way Permitting and Enforcement concerning updating ordinances as needed to ensure ordinances are clear on compliance and enforcement.

PREFERRED QUALIFICATONS:

  • Experience with sidewalk or roadway construction.
  • Analytical skills, organizational skills, excellent customer service abilities, and outstanding oral and written communication skills.
  • Knowledge of standard office procedures, practices, and adept use of technology tools.
  • Dedicated to maintaining high ethical standards.
  • Experience with Accela, Excel, Pegasus and Cityworks.
  • Knowledge of right-of-way accessibility opportunities and challenges.
  • Bilingual speakers welcome, either Spanish or Chinese (Mandarin or Cantonese) preferred.
  • Ability to relate to and work effectively with persons of diverse racial, ethnic, gender, sexual preference or orientation, religious and socioeconomic backgrounds.

Salary : $60,000 - $70,000
