Zoning Planner

Under general supervision, prepares planning studies, development analyses, data analyses, market studies, and maps. Reviews the design and layout of development projects including the conformance with zoning, design, and planning standards. Represents the Planning Commission in public meetings and presentations. Depending upon the nature of the job performed, may do the following: Prepares GIS maps and associated data, GIS programming, and GIS web-based design and programming in the context of city planning OR Analyzes and prepares streetscape, transportation, and infrastructure plans; Conceptually designs streetscape improvements OR Reviews architectural and site plans; Conceptually designs building and sites for city planning purposes. Performs related duties as required.A High School Diploma or GED is required. A Bachelor's Degree in Urban Planning, Architecture, Public Administration, or related field from a four year accredited college or university is required. Two years of full time paid experience in Urban Planning, Architecture, or closely related field is required. (Substitution: A Master's Degree in Urban Planning or related field may substitute for experience.) In addition to the above qualifications, the following qualifications will be required, depending on the nature of the job performed: GIS SPECIALIST- A GIS certificate from an accredited university is required. One year of full time paid experience in GIS map and data preparation, including, within the context of city planning, GIS programming and GIS web-based program and design is required. STREETSCAPE/TRANSPORTATION SPECIALIST - Successful completion of at least 3 college-level courses in landscape architecture or architecture is required. One year of full time paid professional experience in streetscape, transportation, or infrastructure planning. URBAN DESIGN SPECIALIST- Successful completion of at least 3 college-level courses in urban design and/or architectural design is required. One year of full time paid experience in urban design or architecture is required.Actual Duties:

•  Lead, manage or assist with the ongoing City-wide zoning and planning initiatives and projects.
  
• Facilitate and prepare applicants for the development and design review process.
  
• Interprets zoning codes, ordinances and regulations; provides information and technical assistance to the public and to co-workers.
  
• Manages complex zoning and planning studies and development review applications.
  
• Reviews and processes rezonings, site plans, architectural drawings, engineering drawings and plats for compliance with the zoning code.
  
• Develops and informs policy decisions related to zoning, entitlement processes, and contemporary planning issues.
  
• Create community engagement materials and manage community engagement processes in the assigned neighborhood district.
• Conducts research and prepares statistical reports on land use, physical, social and economic issues.
  
• Provides professional planning assistance to member committees on varied land use projects.
  
• Assist with portions of the comprehensive citywide plan update.
  
• Other duties as assigned by the Planning Director, Assistant Director or the Manager, Zoning and Technology.

  Preferred Expertise
  
• Two years of full-time paid experience in urban planning, architecture or a closely related field is required. A Master's Degree in urban planning or related fled may substitute for experience.
  
• Understands the structures, practices and relationships required to work effectively within city government and demonstrates ability to work across departments and organizations to achieve results.
  
• Group facilitation skills for use with community workshops.
  
• Demonstrates a sense of urgency and ability to work expeditiously in a deadline driven environment.
  
• Demonstrates an ability to set goals and develop strategies and schedules for meeting goals.
  
• Bilingual speakers preferred, either in Spanish, Arabic or Chinese (Mandarin or Cantonese)
  

Salary : $50,000 - $60,000
