Job Summary :
The Assistant Director of the Wastewater Management Center will report directly to the RWRF Director and oversee daily operations at the Regional Wastewater Reclamation Facility (RWRF). This role ensures compliance with the City’s NPDES permit, fosters a safe and efficient work environment, and acts as the Industrial Pre-Treatment Coordinator. The Assistant Director will also serve as acting Director in the Director's absence, ensuring the seamless operation of the facility. This is a key role in our organization as we are currently going through an expansion of our facility and looking to use this as a blueprint on how to bring in other economic development opportunities for the City of Clinton, Iowa.
Key Responsibilities :
- Supervise and direct operational personnel in daily tasks to ensure compliance with NPDES permits and City policies.
- Develop and implement department policies and procedures in alignment with directives from the RWRF Director, City Administrator and City Council.
- Monitor department performance, identify deficiencies, and implement corrective measures.
- Coordinate maintenance activities with the maintenance supervisor to ensure efficient facility operations.
- Prepare and submit periodic reports detailing department activities and compliance status.
- Ensure employee training, workplace safety, and adherence to city, state, and federal regulations.
- Oversee and manage the EPA-mandated Industrial Pre-Treatment Program.
- Assist in budget preparation and monitor operational expenses to ensure fiscal responsibility.
- Respond to emergencies, including floods, using predetermined procedures or other necessary measures.
- Represent the facility in meetings and conferences to stay updated on industry trends and regulations.
- Recommend and requisition new equipment, tools, and materials; develop specifications for procurement.
- Supervise special assignments, emergency responses, and the overall safety of the facility.
