Under general supervision, to perform a wide range of complex professional-level planning tasks emphasizing advanced planning projects; to serve as a lead planner on specific projects, instruct and review the work of assigned staff; and perform related work as required.
CLASS CHARACTERISTICS
Positions in this class perform complex technical professional-level job functions. Most assignments are large, long-term projects which require advanced planning and research skills and organizational abilities to complete. Incumbents in this class have considerable independence in selecting work methods from a variety of standard methods or procedures. Instructions given by the supervisor generally do not provide all of the information needed to complete the assignment. Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor those which involve the establishment of new procedures or which involve solutions which are inconsistent with departmental procedures and policies.
Perform complex planning work; develop comprehensive plans and programs for utilization of land and physical facilities of the City; compile and analyze data on economic, social, environmental, and physical factors affecting land use; prepare reports for Planning Commission, redevelopment agencies, federal and state grant agencies and other agencies and commissions, and makes recommendations concerning research data; prepare maps, charts, and graphs; administer consultant contracts; review and revise the division’s staff reports; review and evaluate tract and parcel maps and prepare written evaluations; assess environmental impacts and prepare environmental impact reports; prepare official population estimates and projections, housing statistics, and economic studies; act as technical advisor to other personnel as required; prepare and administer revisions to the planning and zoning regulations; analyze and recommend action on applications for zone changes, zone variances, and conditional use permits; participate in the administration and enforcement of zoning and planning regulations; conduct market studies; design and write departmental forms; conduct research in the analysis of progress relative to the City’s General Plan; write public hearing notices; interpret local zoning and land use ordinances; design and draw graphs, charts, layouts, and renderings of information; draw maps; take photographs; draft correspondence advising Planning Commission of actions; act as staff advisor to citizen planning groups; attend meetings and represents the department; develop and conduct workshops; attend meetings and training sessions; responsible to assign, delegate, check and correct the work of subordinates; report to the supervisor problems encountered in the assigned work and progress in completing work assignments; participate fully in the work of subordinate staff; perform the technical complex job functions of the division; provide information and consult with the public; operate City vehicles; and perform related work as required.
LICENSE REQUIRED
- Possession of a valid California Driver's License and a good driving record.
EDUCATION AND EXPERIENCE
Education:
- Graduation from an accredited college or university with a Bachelor's Degree in Planning, Public Administration, Geography, Architectural Design, Environmental Studies, or a closely related field.
Education Desirable:
- Graduation from an accredited college or university with a Master's Degree in Planning, Public Administration, Geography, Architectural Design, Environmental Studies, or a closely related field.
Experience:
- A minimum of two (2) years of full-time professional planning experience as an Assistant Planner or a comparable position.
- Incumbents in the Assistant Planner classification may be promoted to the Associate Planner classification upon the following qualifications:
- Meet the minimum qualifications for the position;
- Completion of two (2) years as an Assistant Planner with the City of Clovis;
- Recommendation of the appointing authority;
- A minimum of an exceeds standards rating on the most current performance evaluation.
PHYSICAL DEMANDS AND WORKING CONDITIONS
- Environment: Job functions are performed in an office, outdoor, and driving environments; regularly exposed to outdoor cold and hot temperatures, and inclement weather conditions; extensive public contact; and moderate to loud noise levels.
- Strength: Moderate work-lifting, carrying and/or pushing 50 pounds with frequent lifting and/or carrying of objects weighing up to 25 pounds.
- Vision: Good color perception with the ability to view all colors on computer software, site plans, sketches, drawings, illustrations, etc.
- Working conditions: Required to attend occasional evening meetings; and is required to travel within and out of the City to attend meetings.

Applicants must meet each qualification for the position by the deadline date. All applications will be reviewed based on the necessary employment standards for the position. Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%. Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year. Examinations and department interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation. Possession of a valid California Driver's License and a good driving record will be required prior to hire. The examination may consist of questions relative to knowledge of principles and practices of planning and zoning; planning and zoning federal, state, and local laws, policies, procedures, ordinances, regulations, and codes; principles of effective customer service; research methods as applied to the collection, tabulation, and analysis of statistics affecting planning; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; record keeping methods; proper English usage, spelling, grammar, and punctuation; basic math; principles of supervision and training; effective leadership methods; and appropriate safety precautions and procedures. The examination may also contain questions regarding the ability to collect, tabulate, and compute planning statistics; organize and conduct various planning research studies; establish priorities; read, understand, interpret, and explain planning and zoning laws and ordinances; effectively meet and interact with developers, contractors, the public, and employees; deal tactfully and courteously with developers, contractors, the public, and employees; understand pertinent procedures and functions quickly and apply them without immediate supervision; operate a computer and associated software; maintain accurate records; read, understand, and apply difficult materials; understand and carry out oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; assign, check, correct, and participate fully in the work of subordinates; and operate a vehicle observing legal and defensive driving practices.
