JOB DESCRIPTION

JOB SUMMARYUnder the general direction of the Utilities Director or Deputy Director, performs responsible administrative work in compiling and disseminating public information related to the City of Cocoa Utility System. The Conservation and Public Relations Officer researches, plans, develops, and coordinates the water conservation program and the Lead and Copper Program for the City. Employee is also responsible for general marketing and distribution of information for water, sewer and reclaimed water systems and keeping Cocoa residents and customers informed about available programs and current information about the systems.

ESSENTIAL JOB FUNCTIONSMonitors water consumption, production, conservation, and reuse programs for compliance with state and local laws relating to water conservation and Cocoa's Conservation Plan. Updates data annually for compliance with City's Consumptive Use Permit requirementsConducts surveys to determine effective ways to reduce water usage in residential, commercial, and industrial entities. Works closely with Customers to resolve water usage issues and assist with onsite conservationMonitors the Lead and Copper Program and sends out and tracks required customer notifications per the Federal and State requirementsDevelops and coordinates public information / education programs for conservation of water and organizes, presents and documents educational events at local schools and other community events to promote water conservation per the Consumptive Use Permit / Conservation Plan requirementsWorks closely with media, civic groups, customers, and regulatory agencies to promote public projects meeting departmental goals and objectives.Researches and responds to customer water quality complaintsAssists managers in coordinating programs with state and local agencies, and with the public and customers.Maintains contact with water users and acts in advisory capacity to the Utilities Director and / or Deputy Director on water conservation and consumer confidence issues.Prepares the annual Water Quality Consumer Confidence Report consistent with all local, state and federal requirementsEnsures all Consumptive Use Permit conservation goals are met each year by tracking events and rebates.Acts as city spokesperson during certain events as necessary such as during public notifications related to the utility system and maintains city website links and social networking sites and updates them frequently with utility related notices like boil water notices and rescissions.Essential Employees may be required to work during a declared or undeclared emergency.Performs other related job duties as assigned.KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, Skills and Abilities :

Knowledge of plumbing codes, plumbing fixtures, irrigation systems and water reuse systems and water meters for trouble shooting customer complaints and issuesSkill in the use of a variety of computer programs, including Microsoft Office Suite, and various other office equipment.Skill in oral and written communication, public speaking, and detailed problem solving.Ability to work independently with a minimum of direction.Ability to establish and maintain effective public relations.Ability to communicate effectively with city employees, customers and the general public and be able to give frequent presentations.EDUCATION AND EXPERIENCE

Education and Experience : Associate's degree with three (3) years of related experience in municipal water, wastewater, and or reclaim; or an equivalent combination of education, training and experience.

Special Qualifications : For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. Irrigation / plumbing systems experience and some experience in the Utilities field combined with public relations experience preferred.
