What are the responsibilities and job description for the Emergency Management Coordinator position at City of College Station?
Under the direction and guidance of the Fire Chief, the Emergency Management Coordinator (EMC) serves as the Community Emergency Operations Center (CEOC) manager for the City of College Station and is responsible for coordinating disaster response or crisis management activities, to include but not limited to, planning and coordinating emergency management program and operations. In coordination with other departments and stakeholders, the EMC will assess potential dangers and threats to the City of College Station and surrounding communities, such as natural disasters, large-scale accidents, planned events, or terrorist activity, and devise action plans to minimize damage and loss of life. During planned or unplanned events/incidents, the EMC will coordinate with local and state resources to provide support for management, mitigation, and recovery. The EMC will directly supervise City of College Station personnel assigned to the Emergency Management Division, overseeing safety and training, resolving conflicts, and providing recommendations for any necessary disciplinary actions. At the discretion of the Fire Chief, incumbents may be assigned support Public Information Office (PIO) duties.
In addition to Emergency Management, this position is the primary lead for private, local, state, and federal grant opportunities related to public safety and emergency management. These duties involve research, application, management, and audit support for applicable grant funding.
Manage the City's Community Emergency Operations Center (CEOC), including maintaining inventory, stocking supplies, preparing maps, and maintaining computer-related hardware and software. Establish and coordinate necessary training and drills to ensure state and federal regulations compliance.
Identify alternate EOC locations that could be set up and activated, including communication and equipment requirements.
Oversee and ensure the proper implementation of emergency operations plans for various emergency situations and monitor emergency response preparedness through exercises and evaluations on currently implemented emergency management plans per state and federal regulations.
Keep city leadership informed of activities or changes in the event of an emergency activation or the likelihood of an emergency, including advising, coordinating plan implementation, and disseminating information.
Responsible for the coordination and development of the City’s internal emergency management programs, emergency plans, and disaster preparedness training, including, but not limited to, participating in educational programs in efforts to properly prepare for disasters; implementing programs, strategies and preventative measures to lessen the impacts of disasters; and coordinating response efforts and training with internal City departments and contacts.
Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development and response effort coordination and serve as a liaison between responding agencies in the event of an emergency.
Manage and coordinate emergency planning and response activities with state, federal, and various community agencies.
Supervise staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions or recommendations.
Research, recommend, apply for, and manage grants supporting alternate funding sources for the Fire and Police Departments. Manage grants received by preparing and filing accurate and timely quarterly and semi-annual reports in accordance with state and federal guidelines. Complete grant close-out processes and maintain documentation for audits.
Prepare and manage the annual emergency management budget. Develop necessary service level adjustments. Prepare and track annual performance measures. Prepare required strategic plans.
Present to citizen groups, city employees, governmental agencies, and management personnel regarding emergency management, preparedness, and hazardous materials.
Coordinate routine public information activities with the city’s communications director and other agencies as appropriate.
Represent the City of College Station as an active member of the Brazos County Inter-jurisdictional EM program, the Local Emergency Planning Committee, and as a member of the Homeland Security Advisory Committee.
Manage assigned projects and programs.
Perform additional duties as assigned by the Fire Chief.
Required: Bachelor’s degree in safety, environmental science, emergency management, or a related field, and three (3) years related experience; or an equivalent combination of education and experience
Valid Texas Driver’s License
Completion of the Department of Public Safety Professional Development Series for Emergency Management, or the ability to complete within two (2) years of hire
Ability to successfully complete Incident Command System IS 100, 200, 300, 400, 700, 800 within six (6) months of hire
Knowledge of standard management practices
Excellent written and oral communication skills
Knowledge and experience of grant management principles and practices
Ability to respond after hours to major incidents
Ability to maintain poise, composure, and control under extremely stressful conditions at both emergency responses and when dealing with employee relation issues.
